Finance has implemented a cloud-based architecture for internal and regulatory reporting, which includes a common data platform that ingests data from upstream systems and provisions data to downstream Finance consumers. In order to ingest, process and store data on an external cloud, Finance must comply with the Group’s standard data privacy and outsourcing controls. This requires appropriate approvals to be obtained, maintained and managed for c60 countries. A senior BA is required to support this process.
The Opportunity:
- The Data Compliance Business Analyst is required to support the processes that ensure we have appropriate approvals in place for transferring data from c60 countries to the Finance cloud.
- The role holder will work as part of the Finance Data Value Stream to support the process to obtain and manage these approvals
- The role holder will work with stakeholders in a range of global functions and country teams, including DAO, Compliance, IT and Finance
- The role holder will need to have an understanding of the data stored in the Finance cloud and how the data is used, and be able to explain the key aspects to a range of stakeholders at varying levels of seniority
- The role holder will will report into the Finance Cloud Data Compliance Lead.
What you’ll do:
Impact on Business
- Support the Finance Cloud Data Compliance Lead in obtainining data sharing approvals for the Finance cloud using DataVisa
- Work with DAO and other stakeholders to assess and document compliance with data sharing restrictions and conditions
- Co-ordinate responses to questions arising in the approval processes, working with a range of stakeholders to obtain relevant information, document and summarise
- Analyse new data sourcing requests to assess compliance with existing data approvals or identify gaps
- Maintain working understanding of the data, data usage and data control environment of the Finance cloud.
Customers / Stakeholders
- Develop effective relationships with key stakeholders across Finance, DAO, Compliance and IT, to facilitate the approvals process
- Engage with country teams where necessary on data sharing restrictions and conditions, to clarify context and support assessment of Finance cloud compliance
- Provide updates and metrics on data sharing approvals to dependent parties
- Work with wider project team Finance Cloud Data Compliance Lead, to resolve risks and issues.

Role Context
- T The role exists to deliver key enablers for a number of priority Finance Change programmes with significant quantitative and qualitative benefits and regulatory dependencies

Role Dimensions
- The role holder will be responsible for deliverables that are required to meet regulatory and high profile internal changes
- The role holder will have not have direct line management responsibilities, but will be required to effectively work with stakeholders through matrix management
Management of Risk
- The jobholder will continually reassess the operational risks associated with the role and inherent in the business, taking account of changing legal and regulatory requirements, operating procedures and practices, management restructurings, and the impact of new technology
- This will be achieved by ensuring all actions take into account the likelihood of operational risk events, and by addressing any areas of concern in conjunction with line management and/or the appropriate department
- The role will implement the Operational Risk control framework and per the BRCMs – “Three Lines of Defence”
Observation of Internal Controls
- Maintain HSBC internal control standards, including timely implementation of internal and external audit points together with any issues raised by external regulators.
- Observe and promote the use of the Group’s preferred programme management methods/tools.
- The jobholder will implement the Group compliance policy by containing compliance risk in liaison with Global Head of Compliance, Global Compliance Officer, Area Compliance Officer or Local Compliance Officer. The term ‘compliance’ embraces all relevant financial services laws, rules and codes with which the business has to comply.
- This will be achieved by adhering to all relevant processes/procedures and by liaising with Compliance department about new business initiatives at the earliest opportunity. Also and when applicable, by ensuring adequate resources are in place and training is provided, fostering a compliance culture and optimising relations with regulators.
What you will need to succeed in the role:
Technical Skill Requirements
- Excellent business analysis skills, with the ability to quickly assimilate and analyse information
- Understanding of a Finance control environment, and familiarity with HSBC processes preferred
- Strong understanding of data management and data integrity control processes, in particular, with controls related to data accuracy, completeness and completeness
- A good appreciation of systems and data architectures, specifically in a risk and finance environment
- A working understanding of Finance reporting data, systems and processes
- An understanding of systems delivery lifecycles and delivery methodologies
- Ability to structure problems and identify solution options
- Proficient in Microsoft Office applications (Word, Excel, Visio, Powerpoint, Project)
- Experience of data sharing and data privacy controls preferred
Educational Requirements
- Educated to minimum of degree level or equivalent professional qualification
Personal Skill Requirements
- A self-starter with excellent written/verbal communication skills, with an attention to detail
- Ability to professionally and effectively present information and respond to questions from all levels of management
- Excellent stakeholder management skills
- Excellent organisational and prioritisation skills

Experience
- Financial Services project experience across both internal reporting and regulatory requirements, including experience of Finance reporting systems and processes
- Experience of working with controls and compliance functions, in a project context
- Experience in change management, driven by IT systems implementation, across a large organisation
- Track record of successful delivery in a matrix management context
- Experience of working in a large, global banking organisation
