Context
- Finance has implemented a cloud-based architecture for internal and regulatory reporting, which includes a common data platform that ingests data from upstream systems and provisions data to downstream Finance consumers. The data platform and input data sourcing require regular enhancements, to meet the ongoing requirements of the downstream consumers and to accommodate changes from upstream systems.
- The enhancements are delivered through a series of regular releases as well as dedicated projects to uplift the input data sourcing. The Finance Data Value Stream provide change management for these releases and projects, working closely with IT and other Finance teams.
The Opportunity:
A Finance Data Delivery PMO is required to support the Data change initiatives, with a specific focus on the regular Finance cloud data releases and with the following responsibilities:
- Managing the Data Delivery Working Group governance, including managing preparation of papers, meeting administration and secretariat activities
- Managing the status reporting process for the data releases, including oversight to ensure effective risk, issue and dependency management, transparent status reporting and appropriate escalation
- Managing the project tollgate process for the data releases, ensuring relevant project documentation is produced, approved and stored appropriately
- Ensuring compliance with the HSBC Change Framework for the data releases, working with the relevant release and project managers to put in place appropriate procedures to ensure this compliance
- The role holder will report functionally to the Data Delivery programme manager.
What you’ll do:
Impact on Business
- Manage and enhance core PMO processes for the Finance cloud data releases, including project reporting, risks & issues management, project governance processes, planning and dependency management
- Work with programme management to produce regular and ad hoc reporting for presentation to a range of levels within the organisation
- Maintain working understanding of the objectives, plans and risks of the data release projects, in order to facilitate complete and accurate reporting
Customers / Stakeholders
- Develop effective relationships with a wide range of key stakeholders, including stakeholders within Finance Change, Finance IT, Finance Operations and other Finance functions, and Data & Analytics Office
- Liaise with other Finance Change programmes and Value Streams, to validate plans and manage cross-dependencies
- Provide input to relevant governance forums, to advise stakeholders on Value Stream status, plans, dependencies, risks and issues.
Leadership & Teamwork
- Ensure all relevant contributors to the project reporting processes are fully engaged and understand their required inputs and timelines
- Clearly communicate progress, issues and successes to stakeholders
- Work with other PMOs across the Finance Data Value Stream, to align to standard processes and share best practice,
Operational Effectiveness & Control
- Deliver an effective and efficient project reporting process, including management of operational risks associated with the project
- Ensure adherence with HSBC Change Framework and any programme specific processes
- Ensure use of standard project management tooling e.g. Clarity.
Major Challenges
- Managing multiple stakeholders and programmes with potentially different requirements
- Managing potentially conflicting agendas, priorities and timelines across functions, geographies and regulatory jurisdictions
- Meeting required timelines through effective matrix management

- The role exists to deliver key enablers for a number of priority Finance Change programmes with significant quantitative and qualitative benefits and regulatory dependencies
- The focus of the role may evolve with changes to the internal and external environment

- The role holder will support delivery of complex transformational change with regulatory and high profile internal drivers
Management of Risk
- The jobholder will continually reassess the operational risks associated with the role and inherent in the business, taking account of changing legal and regulatory requirements, operating procedures and practices, management restructurings, and the impact of new technology
- This will be achieved by ensuring all actions take into account the likelihood of operational risk events, and by addressing any areas of concern in conjunction with line management and/or the appropriate department
- The role will implement the Operational Risk control framework and per the BRCMs – “Three Lines of Defence”
Observation of Internal Controls
- Maintain HSBC internal control standards, including timely implementation of internal and external audit points together with any issues raised by external regulators.
- Observe and promote the use of the Group’s preferred programme management methods/tools.
- The jobholder will implement the Group compliance policy by containing compliance risk in liaison with Global Head of Compliance, Global Compliance Officer, Area Compliance Officer or Local Compliance Officer. The term ‘compliance’ embraces all relevant financial services laws, rules and codes with which the business has to comply.
- This will be achieved by adhering to all relevant processes/procedures and by liaising with Compliance department about new business initiatives at the earliest opportunity. Also and when applicable, by ensuring adequate resources are in place and training is provided, fostering a compliance culture and optimising relations with regulators.
What you will need to succeed in the role:
Technical Skill Requirements
- Project management office skills in a complex regulatory environment, with strong risk, issue and dependency management skills
- Understanding of project management frameworks and ability to apply project management frameworks in practice
- Understanding of governance processes, and familiarity with HSBC processes preferred
- An understanding of Finance reporting data, systems and processes
- An understanding of systems delivery lifecycles and delivery methodologies
- Proficient in Microsoft Office applications (Word, Excel, Visio, Powerpoint, Project)
Educational Requirements
- Educated to minimum of degree level or equivalent professional qualification
Personal Skill Requirements
- Excellent stakeholder management skills, with the ability to build relationships at a range of levels of seniority
- Excellent organisational and prioritisation skills
- Mature and independent - able to work with little supervision
- Commitment to delivery, with an ability to drive activities to conclusion
- Ability to professionally and effectively present information, with excellent written and verbal communication skills
- Ability to maintain effective oversight over a range of activities, and effectively prioritise and escalate

Experience
- Experience of managing programme management office activity
- Experience in change management, across a large organisation
- Track record of successful delivery in a matrix management context
- Experience of working in a large, global banking organisation
