Job description
Role purpose 
  • The role of the HIF COO is a critical leadership role to facilitate the growth of the Infrastructure Finance business (including Export Finance). This will support clients on their Net Zero journeys with an ambition to double revenues to above $1bn by 2028 across GB and CMB
  • The role is multi-functional crossing all COO disciplines and applying expert industry/product knowledge front to back. It is a key partner to the CEO HIF to deliver the HIF business strategy as well as facilitating the business front to back within risk appetite
  • Key focus of the role will include partnering the CEO to ensure the various elements of HIF operate as one, securing a high performing full-strength team per the business plan, delivering on the transformation plan and being underpinned by effective F2B operational processes

Business
 
Strategy Definition: 
  • Partner the HIF CEO to define the HIF strategy, building on the business plan approved by the GEC and endorsed by the Board
  • Recommend and articulate the investment needs to achieve the business strategy
  • Agree, implement and oversee the HIF operating model across GB and CMB, to ensure we go to market as one coordinated proposition
  • Represent HSBC at relevant internal and external workshops and forums
  • Establish / deepen relationships with external organisations, industry groups, regulatory bodies to gain insight and share best practices
Execution:
  • Work in partnership with the HIF CEO to set the operational strategy and standards for HIF
  • Work with key internal and external partners to execute the strategy, reviewing and refining as required, assessing progress and market dynamics
  • Oversee day-to-day operations and regularly reviewing the operational efficiency and effectiveness, establishing structures, policies, processes, ways of working and delivery platforms that enable high quality delivery of services to clients
  • Manage oversight of indirect charges and be the senior interface and stakeholder for HIF to all Group areas providing services. This includes managing P&L accountabilities for business-owned functional activities
  • Agree and implement a reporting and incentivisation framework
  • Enhance provision and access to MI for HIF stakeholders including pipeline, market data, league tables etc. to support and improve decision making
  • Establish and agree KPIs to track the business and ensure the business meets its targets
  • Prepare townhalls, QBRs, board presentations, ExCo papers, leadership team meetings, marketing and comms
Transformation:
  • In partnership with technology and business stakeholders, define the HIF transformation programme to i) automate / simplify / replace manual processes within the HIF unit and ii) leverage technology (incl. AI) to enhance services of HIF
  • Ensure programmes align with GBM, CMB and Wholesale’s broader transformation strategies, leveraging existing workstreams where relevant
  • Oversee ongoing allocation and prioritisation of HIF CTB budget
Risk Management and Controls:
  • Define global risk and control standards and oversee financial and non-financial risk in partnership with Risk colleagues including audit action/MSIIs remediation, conduct agenda and regulatory changes (CRD6, Basel 3, Volcker etc.)
  • Review and amend the RAF DIM in light of the new structure. Establish a revised Risk & Control Framework for the new unit
  • Ensure robust processes are in place to deliver on regulatory and management reporting requirements and ensure sound management of all risk types
  • Identify, assess and manage any existing and emerging risks in line with risk appetite
  • Review and improve existing process and procedures through transformation and value stream initiatives to ensure an efficient operating framework 
Portfolio Management (PAM):
  • Establish closer alignment between the ‘Wholesale’ PM function for HIF (‘PAM team’) and Syndicate, WPM, MSS to develop distribution strategies and structures for back book sales
  • Improve the PAM function through technology/automation to support with objective of increasing balance sheet velocity
  • Ensure better integration and engagement of PAM team across regions
 
Customers and Stakeholders
  • Working closely with GB Coverage, MSS, CMB and IB, implement a robust client planning framework to address borrower and investor clients.
  • Stay updated with client demand for new and innovative technologies linked to the transition and work with stakeholders to develop solutions that meet client requirements
  • Enhance service quality and satisfaction by engaging and collaborating with clients to gain insights into their experience and expectations
  • Analyse ‘missed deal’ transactions to identify opportunities, competitive differentiation etc.
Leadership & Teamwork  
Leadership: 
  • Define and execute the team growth plan to establish full Infrastructure Finance team/capability including establishment of any GSC capability
  • Work with the CEO to build a high performing leadership team with robust succession planning
Team Management: 
  • Review and establish KPIs and objectives for bankers aligned with the revised strategy
  • Identify and utilise Technology and Transformation to free capacity of bankers
  • Oversee Talent Development initiatives across the HIF unit in conjunction with the Leadership Team including annual performance management and people year-end processes

Requirements
Functional Knowledge
  • Clear understanding of statutory and regulatory requirements and ensure the highest global standards of control apply across HIF
  • Understand macro-trends impacting the HIF business and identify solutions to remain competitive in the market
