Department Profile:

We are looking for an IT Risk and Governance Manager within HSBC Japan Information Technology (IT) function. The job holder has to educate and promote HSBC Group policy and regulatory requirements within IT function. The job holder has to understand all risk aspect of IT in order to provide appropriate regulatory guidance and risk control support.

Role Purpose:

The job holder should demonstrate leadership on Regulatory & Compliance matters. Maintain awareness of operational risk and minimize the likelihood of it occurring including its identification, assessment, mitigation and control, loss identification and reporting in accordance with “Managing Non-Financial Risks and Controls” guidance under HSBC Group policy.

The job holder is expected to operate with limited supervision, demonstrating the capability and willingness to exercise independent initiative in pro-actively overcoming obstacles to success, dealing with uncertainly and changing circumstances, such as interdependencies, opportunities and risks. Further, the individual will be expected to adopt a flexible approach to work, and with an outstanding level of professionalism and conduct.

The job holder should seek the approval and guidance of Regional/Group IT on any deviations from the prescribed standards and ensure all deviations/issues are appropriately recorded.

Principal Accountabilities:

  • This role is responsible for managing the effective governance and management of non-financial risks and regulatory compliance activities for HSBC Japan Information Technology (IT) function.
  • The person in this job is required to provide risk and control advise, challenges and insights, promoting risk and control monitoring and ensuring the embedment of Risk Management Framework for Technology function.
  • Support the operation of Service Management such as Change Management, Problem Management, Incident Management, Service Level Management, and Capacity Management.
  • Communicate changes in policy and governance effectively, reinforcing risk processes within Technology function.
  • Lead and conduct improvement in the service quality with enforcement of policies and group standards, guidance of best practices and performance analysis throughout metric management.
  • Ensure compliance with HSBC Internal policies and local legal/regulatory requirements.
  • Actively participate in audit as liaison with internal as well as external auditors or regulators.
  • Report to Chief Information Officer, Japan by properly, accurately, efficiently, and timely manner, as and when required.

Qualifications

Experience, Skills and Qualifications:

  • The role requires a minimum of 5 years’ experience in the IT industry or equivalent level of Risk & Control experience, a significant part pertaining directly to the management of Operations services, risks and controls governance. 
  • Bachelor from a public/private university preferably from IT background.
  • Fluent in English and Japanese, both writing and speaking.
  • Experience working with Oversea teams/colleagues. Ability to direct and influence people in a matrix orientated environment and establish good working partnerships.
  • Strong interpersonal, communication, problem solving and analytical skills.
  • Sound knowledge of Service Management and Risk Management.
  • Able to operate with regional and local senior Business stakeholders, as well as with external parties such as regulators.
  • Sound understanding of reporting and local regulatory requirements.
  • Proven task and project management skills in global cross-cultural environment.
  • Ability to demonstrate constructive pragmatism and delivery focus.
