We are currently seeking a high caliber professional to join our team as an  "Fraud Risk Lead (Internal Title), Vice President Country Fraud Lead (External Title)"

Role Purpose

The Risk & Compliance function is a Second line of defence (2LOD) function, responsible for reviewing and challenging the activities of the Group’s businesses (also referred to as “1LOD”) to ensure that they effectively manage as “Risk Owners” the risks inherent in or arising from the conduct of their activities and for which they are responsible. The 2LOD consists of 'Risk Stewards' who are independent of the commercial risk-taking activities undertaken by the First LOD. The Risk & Compliance function is a Risk Steward for a number of non-financial risks in accordance with HSBC Group’s risk framework. 

The Fraud Risk and Transaction Monitoring Lead is responsible for providing independent review and challenge the activities of the 1LOD to have met the minimum standards of risk management and risk reporting. The role is a key risk management role with remits and responsibilities including:
  • Advise and challenge the 1LOD, together with the FC Compliance advisory on all aspects of material internal and external Fraud Risk and TM events.
  • Responsible for advising and guiding in setting risk appetite; providing policy guidance, definition and interpretation assistance; and preforming oversight activities, as well as consulting on dispensation requests from country / region.
  • The role is to manage, raise awareness, and assist in implementation of Fraud Control Policy and Strategy in order to highlight fraud risk weaknesses and mitigate fraud losses to the ASP region.
  • Accountable for implementing the Bank’s strategy, policy and standards, controls, systems and policies are being implemented at the country level specific to the risk taxonomy.
  • Work with relevant contacts in Group/Regional Businesses and Global/Regional Functions to ensure consistent and effective application, and implementation, and controls to evidence related Fraud oversight and policies.
  • Manage governance of policies including support for country Fraud Risk (variances, dispensations and deviations). Review and Challenge new requests and annual assessment of applicable country dispensations.  
Principal Accountabilities:

Impact on the Business 
  • Provide advice on policy and collaborate with the FC Compliance Advisory team in ensuring that country business processes are in line with Group and applicable local Fraud policies
  • Provide guidance on Fraud Risk and Control Taxonomy for the risk area
  • Review Fraud policy deviations and dispensations as well as applicable Issues and actions management relating to the covered risk taxonomy
  • Review and challenge the 1st line of business in setting local risk appetite (cascaded by group) and ensure action plans are in place for risk outside of risk appetite tolerance
  • Monitor Risk Appetite Statement
  • Represent Fraud Risk in possible business/function initiatives and projects within the country
  • Ensure management oversight on investigated fraud cases and promote appropriate action within the Bank on thematic issues escalated
Customers / Stakeholders 
  • Ensure that senior management are appropriately advised of material financial crime and related reputational matters. 
  • Act as the Fraud Risk Steward providing advice to the local business and functions 
  • Develop and deliver high quality training (as applicable) to relevant internal stakeholders in accordance to relevant Fraud policy.
  • Establish and maintain strong working relationships with the lines of business and functions and with the rest of the 2nd Line of Defense teams (2LoD)
  • Fraud Risk Steward completing applicable Risk reporting; including risk map and top and emerging risks
  • Track outcome of Investigation cases that may be escalated for any thematic assessments
Operational Effectiveness & Control
  • Evaluate fraud incidents with a view to collate data and trends - providing insightful analysis and commentary to mitigate emerging risks
  • Provide necessary review and challenge on root cause analysis of incidents/issues and actions raised by the Risk or Control Owners
  • Agree and oversee the monitoring of the adherence to the financial crime risk elements of the Compliance FIM. 
  • Advise and challenge Risk Owners and Control Owners on the identification and impact assessment of material fraud. Support the Compliance advisory in event management processes, and execution of trigger event management
  • Perform fraud control reviews and recommend / implement preventative, risk mitigating change measures across region / country
  • Take part in scenario analysis & analyse management information
Qualifications
  • Strong banking experience required with strong analytical skills.  Thorough knowledge of banking systems and controls.  Knowledge and awareness of current fraud trends, specifically in all areas of first, second and third party frauds.  
  • Strong risk management skills and the ability to identify risk.
  • Good understanding of industry fraud prevention and investigation.
  • Leadership skills for a constantly changing fraud environment and competing priorities.
  • Excellent oral and written communications skills
  • Creativity and willingness to take the initiative
  • The ability to work accurately and to remain calm and controlled under pressure whilst performing all functions of the role
  • Excellent decision-making / influencing skills
  • An enquiring mind with a good eye for detail
  • A team player
