The incumbent is required to support the execution all elements of Regional Cost & FTE management and Reporting;

  • Act as Finance business partner to Global Functions, prepare insightful analysis and presentations to deliver effective cost and FTE management to support delivery of cost targets, challenge COO teams to identify cost saving opportunities across the Region, and respond to all financial inquiries and management ad hoc requests.
  • Review of the Bank Wide Cost & FTE analysis for all entities within the Region.
  • Ensure all Cost & FTE data is complete for FRP and Forecast reporting processes.
  • Primary contact between Finance and the Global SCM team in Group, and liaising with the relevant Global Business, DBS or Global Function staff locally to ensure all data is complete and queries are resolved.
  • Provide financial analysis to support Bank Wide Cost & FTE reporting covering all areas.
  • Interact with Group and Regional counterparts to ensure consistent implementation of changes / policies etc
  • Support the Global Business and Global Functions on business support decisions by providing the required financial analysis

Key responsibilities

Global Functions Partnership:

  • Engage with stakeholders to provide deeper understanding of cost drivers at Direct and Indirect level. Ensuring Regional and Global alignment in cost allocation methodologies.
  • Provide financial analysis to help decision support, highlighting risks and opportunities, analysing cost trends in order to identify key issues of increments and challenging to identify initiatives for optimization. 
  • Ensure the quality of all Cost & FTE data submitted to Group / stakeholders to enable accurate / robust MI.
  • Provide operational Finance support to Global Functions, e.g. cost centre maintenance, implementation of framework or Group policy changes, boundary changes etc.
  • Close collaboration with Offshore teams to ensure optimal use of resource, best-practice and knowledge sharing.
  • Respond to all adhoc requests related to costs & FTE.

Cost Control Management:

  • Overview of Total Costs & FTE.

FRP / Forecast Process

  • Play an active role in the annual planning and budgeting cycle by proactive analysis and support to the Global Functions in drawing up detailed budgets.
  • Collation, review, submission and monitoring with the business partner and relevant Finance teams.

Financial Control

  • Maintaining Group standards relating to internal controls.
  • Risk controls (RCAs), including adherence to the Functional Instruction Manual (FIM).
  • Ensure Cost & FTE adjustments are loaded correctly

The job holder will need to be able to work independently with minimal supervision and be able to explain Cost & FTE reporting to Finance leads / Business heads.

The Global Finance function is a rapidly changing environment and the individual must be adaptable to change.



To be successful in the role, you should meet the following requirements:

Experience & Qualifications

  • Preference will be given to a qualified accountant or a finance MBA with a minimum of five (5) years proven financial management and reporting experience within the Financial Services sector, or equivalent.
  • Advanced Financial planning, program management, and business budgeting.
  • Proven ability to work well with all levels of management, work remotely and within matrix management structures.
  • Strong verbal and written communication skills.

Advanced analytical skills, including an intermediate to advanced level of MS Excel, and use of financial reporting management systems, e.g. TM1, HMI
