Role purpose (overall high level summary of the role)

This role CTOi Head of Engineering & Infrastructure Platforms, leading the Infrastructure Engineering Practice as part of the overall CTOi  function, reporting to the Head of CTO Infrastructure.

The individual will lead CTO Infrastructure Engineering Practices across: Platform, Site Reliability, Cloud, Automation & Service Engineering encompassing circa. 800+ engineering resources that will grow in number as CTO Infrastructure becomes a more software engineering led organization. 

CTO Infrastructure  is on a journey to become a software engineering led organization developing infrastructure products and services to deliver business value to all Global Businesses, Global Functions and Regions. The Engineering Practice within the CTO Infrastructure function will become the engine for driving innovation and automation across the organization & adopt infrastructure engineering processes across CTOi Infrastructure aligned to the Engineering practices in CTO platforms. 

The CTOi Head of Engineering role is responsible for managing teams of infrastructure and software engineers, and providing leadership, vision and direction for the CTO Infrastructure Engineering Practice. This position is responsible for recruiting, developing and retaining talent, as well as ensuring the engineering staff have the skills and capabilities to meet business needs. The Head of engineering also oversees the implementation of infrastructure & software engineering initiatives for the CTO Infrastructure organization. They will champion best practices and ensure initiatives achieve defined business outcomes. The role will support the overall CTO strategy whilst acting as the catalyst for CTO Infrastructure's transformation from a ‘fulfilment led’ to an ‘engineering led’ organization.  

The individual will manage a direct team and budget covering circa 800+ cross skilled engineers. The role will provide overall governance and technical leadership for all engineering practices within CTO Infrastructure with a transformation agenda focusing on re-defining how engineering is shaped to achieve business benefits and drive significant cost savings via automation. 

This role will carry out the following activities:

  • Drive CTO Infrastructure journey as a product led organisation, developing consumable infrastructure products & services available via self service 
  • Management of all engineering activities in CTO across Platform, Cloud, Automation, Service and SRE Engineering
  • Own the strategy for CTO Infrastructure to become a software engineering led organisation driving outcomes across Speed, Scale, Resilience and People 
  • Ensure standardisation of engineering processes and procedures across CTO Infrastructure aligned to Technology 
  • Grow the engineering practice within CTO Infrastructure by identifying skills and recruiting / training talent to build cross skilled teams delivering products aligned to customer needs 
  • Drive automation across the CTO Infrastructure organisation to remove manual toil and enable self service
  • Manage and develop Engineering SMEs aligned to the technical career path 
  • Support Net Zero efforts by embedding efficient code

Principal Accountabilities:

Leadership and Strategy Responsibilities

  • Lead the infrastructure and software engineering organization to successful delivery of business outcomes.
  • Manage the engineering budget, with ongoing focus on personnel, vendor, and capital expenditures.
  • Build strong working relationships with Product Lines and business leaders to ensure engineering teams meet expectations and contribute to achievement of business goals.
  • Collaborate with CTO Infrastructure Exco and business leaders to develop short- and long-term strategic plans.
  • Support and facilitate innovative and experimental software development work to test new ideas, within bounded cost and time frames.
  • Provide leadership, vision, and direction for the engineering organization.
  • Work with product management leadership to design, manage, and/or execute product roadmaps.

Talent Management Responsibilities

  • Develop workforce strategy to meet the organization’s current and future engineering needs through developing, hiring, and/or sourcing talent.
  • Manage resource allocation across teams to maximize business impact of resources and ensure each team has the skills and capabilities needed to achieve its objectives.
  • Manage infrastructure and software engineering talent, playing a key role in performance management and compensation processes, role and competency definition, and diversity, equity, and inclusion initiatives.
  • Partner with CTO Infrastructure HR to create learning and development opportunities aligned to the organization’s skill and capability needs, and to provide rewarding career paths for software engineering staff.
  • Recruit and hire talent to address new needs and skill gaps.
  • Facilitate collaboration and partnership across engineering teams and stakeholders.
  • Build a culture that supports learning, collaboration, transparency, and inclusiveness.
  • Manage employee engagement and promote a compelling employee value proposition to retain software engineering staff.

Oversight Responsibilities for Infrastructure & Software Engineering Activities

  • Champion best practices and modern software development methods and tools. 
  • Lead engineering teams and other stakeholders to set goals for improving code quality, maintainability, security, and scalability. Monitor progress against these goals.
  • Implement and manage software development status reporting, metrics, and benchmarks.
  • Manage collaboration with Operations to ensure infrastructure platforms performs well in production and meets SLAs.
  • Work with the CISO and CTO Risk team to ensure infrastructure and developed software is effectively secured and that risks are mitigated.
  • Oversee management of relationships with consultants, vendors, and contractors and support negotiation of statements of work and business terms with suppliers.
  • In collaboration with Operations leaders, oversee DevOps processes and practices, including automating the handoff of code releases from development to operations.

Leadership & Teamwork 

  • Build and maintain the broad and diverse set of skills required to run the CTO Infrastructure Engineering Practice
  • Provide strategic direction, leadership, support, guidance and management for the Engineering teams
  • Functional leadership of IT managers and staff best practice for managing Engineering
  • Lead the Bank’s strategic engagement with key 3rd parties and vendors to ensure a strong partnership is established for the strategic benefit of the Bank
  • Establish a robust communication and support mechanism across CTO, Technology and Business teams 
  • Ensure the necessary resources are sourced to support demand
  • Ensure there is a strong colleague development framework in place including succession planning, diversity balance, nurturing, coaching, skills development and career progression

Requirements

Essential Experience:

  • Proven industry experience of running Engineering at scale including processes, technologies, challenges, strategy
  • Understanding of relevant tools and platforms (e.g. cloud platforms, web technologies, client-server technologies, continuous integration and deployment), with an eagerness to learn about new and unfamiliar technologies.
  • Knowledge of technology and technology trends, and the ability to provide technology consultancy to senior business heads
  • Established industry relationships with Executives at large technology vendors
  • Experience in planning and managing significant expenditure in a complex organization
  • This role will operate in a global transformation capacity
  •  This role will require detailed understanding of all business areas across the bank and relevant technology domains
  • The role will be responsible for developing thought leadership and best practice, including engagement with vendors / third parties
  • Understanding of infrastructure as a code and software development methodologies and best practices.
