We are currently seeking a high caliber professional to join our team as a Head of Wholesale Credit Risk Philippines

Role Purpose

This role is the primary point of accountability for WCR for the market/country and the single point of contact for WCR for the country/market head of Banking and credit approvals. The role holder exercises personally the highest level of wholesale credit and portfolio approval authorities in the country/market.  In addition, the role is responsible for aggregating risk portfolios and limits, setting limits and caps where necessary and providing portfolio and country oversight to achieve the desired level of risk appetite.  Alongside frontline stakeholders, the role is also responsible for loan management of distressed credit in the market/country, advising / approving expected credit loss (IFRS9) impairments for accounting purposes, relevant regulatory reporting and engagement with the local regulator as required in financial risk matters, responsibility for local policies, regulatory and other stress testing and processes. This role is responsible for delivery and effective implementation of WCR systems strategy and the organizational blueprint.

PRINCIPAL ACCOUNTABILITIES
  
Impact on the Business/Function

  • Accountable as the most senior Wholesale Credit Risk Officer for HBAP Philippines.  
  • Direct accountability for the WCR policy, process, IFRS9 impairments, WCR stress testing and other associated tasks.  Assisting the SLOD management of transition, ESG and first party fraud risk for the region where there is credit impact.
  • Significant input into the strategic plans for the country/market and accountable for converting strategic plans into operational objectives including setting appetites at geographic, industry, product and single name levels.
  • Produce WCR policies and thresholds within global guidelines for Country/market WCR operations that ensure the realization of the Country/market’s risk appetite.
  • Liaise with Region and Country/market Business, Risk Strategy and Finance teams to determine the Country/market’s risk appetite.
  • Develop and set portfolio, asset class, country and cross border thresholds/ limits that reflect the Country/market WCR.  
  • Maintain risk appetite to ensure that returns are balanced appropriately against the level of risk taken and reflective risk appetite of relevant strategic business plans. 
  • Enhance our risk/return framework, and capital deployment including review of new business models and segmented returns
  • Actively manage team and individual costs within AOP and in line with the Risk and Compliance Blueprint
  • Where either model sponsor or model owner, ensure that analytic models are fit for purpose and outputs are being utilized effectively to manage the Country/market WCR portfolios.
  • Drive and deliver strategic change initiatives supporting risk framework for change and growth
 
Customers/Stakeholders
 
Develops approach and appetite for WCR for the Country/market.

  • Manages and owns strong professional relationships with Country/market Business Heads and relevant stakeholders
  • Manage the relationship with external regulators in respect of WCR 
  • Input into business planning and Country Risk Plans based upon own deep understanding of WCR appetite
  • Continue to embed a robust Risk Governance Framework with internal stakeholders and ensure risk appetite is embedded within decision making in the region
  • Ensure the region is always working in the best interests of the customer in line with our customer strategy
  • Principal stakeholders are:
    • ASP Chief Risk and Compliance Officer
    • ASP Chief Credit Officer 
    • Country/market CEO (Credit approvals, Crisis Management activities, Risk Appetite discussions, portfolio reporting, other ad hoc requests)
    • Country/market Head of Banking, Head of MSS, and their Direct Reports/Sector Heads
    • Country/market CRCO (same as above, plus Regional RMM papers attendance as required at relevant Legal Entity Boards and major policy discussions)
    • Country/market CFO (ARA Disclosure, Global Stress Test Programme accounting for IFRS9 Impairments)
    • Country/market Head of Risk Strategy, Audit etc
    • Country CEOs and CROs (Credit approvals, Crisis Management activities, portfolio reporting, Country Risk Oversight and Country Risk Plans)
  • Represent HSBC at critical Industry and Government forums in the region.
  • Ensures that WCR policies and Risk appetite are effectively communicated to and implemented by the appropriate stakeholders at Country level
  • Manage stakeholder expectations and address any misalignment
  • Manage challenging stakeholder situations across a regional and functional remit in a credible and culturally aware manner
  • Lead and support clear and effective lines of communication at all levels

Leadership and Teamwork
  • Manage and motivate the Country/market WCR team
  • Provides direction at a Country/market level and support at a regional level to the WCR function
  • Establishes policies to attract, retain and motivate high caliber talent
  • Works effectively with the Country/market Risk leadership team, including contribution to the activities to join up the Global Risk
  • Lead and manage the activity of Country/market WCR team including attracting top talent, critical role management, succession planning, talent management, performance management and improving employee engagement
  • Support and drive staff engagement, training, development and retention initiatives across the region in line with group guidelines
  • Build and maintain a strong network of WCR specialists in the Country/market 
  • Work closely and cohesively with Country/market Compliance, Operational Risk, Enterprise Risk, Traded Credit and Treasury, and Financial Crime teams
 
Operational Effectiveness and Control
  • Establishes management and administrative procedures for own business to ensure adherence to Group policies and manage operational risk
  • Leadership over all regulatory and compliance matters and the management of operational and internal control risk
  • Embed conduct risk as part of the WCR Framework
  • Ensure risk processes are operating effectively in each country via ongoing monitoring and formal review
  • Monitor the implementation of WCR policies and thresholds at a Country level to ensure the realization of the regional risk appetite
  • Ensure risk processes are operating in each Country via ongoing and formal review
  • Maintain cost discipline, rationalize and consolidate Risk expense.  Suggest ways to improve processes with the end customer in mind.
  • Delivery of WCR MI in an accurate, cost effective and timely manner
  • Manage internal and external audits, as appropriate own and/or support all regulatory submissions and meetings
  • To implement the Group Compliance policy by managing compliance risk in liaison with the Heads of Regulatory Compliance and Financial Crime Compliance, fostering a compliance culture and optimizing relations with regulators
  • To be aware of the operational risks associated with the role and inherent in the business, taking account of changing economic or market conditions, legal and regulatory requirements, operating procedures and practices, management restructurings, and the impact of new technology.
  • Ensure that all staff and activities comply with existing regulations and auditory requirements.
  • Ensure implementation of audit recommendations and maintaining satisfactory level of audits as required
  • Ensure organizational compliance with all relevant internal rules, regulations and procedures that apply to the conduct of our businesses.
  • Ensure that the business operates using accepted industry-standard methodologies, practices, processes and principles
Information
Experience, Skills and Qualifications:

  • Highly developed experience of lending and credit assessment for corporates, banks, fund and hedge funds, sovereigns and cross border risk management
  • Highly developed experience of cross-risk, horizontal concentration risk management at single name, industry sector and geographic level. 
  • Significant experience in Counterparty Credit Risk management and measurement techniques as well as risk mitigation and settlement risk management
  • Significant experience of distressed loan management and accounting for IFRS9 Expected Loss reporting
  • Significant understanding of CIB and PB products and services
  • Be a sound and highly competent decision maker balancing
