Global Risk

 

Global Risk is a thriving and expert risk management function supporting HSBC globally with all aspects of risk management. The team actively manages a varied and dynamic range of risk types, including security, fraud, information security, operational, credit, pension, insurance, compliance, regulatory, market, reputation and geopolitical risks. All parts of the Global Risk team use their skills, insight and integrity to handle established threats and those they see emerging, acting to protect and enable HSBC to deliver sustainable growth.

 

We are now inviting qualified individuals to join this team in the role of Regulatory Compliance Manager, Corporate and Institutional Banking Malaysia.

 

The Malaysia’s Regulatory Compliance Manager, Corporate and Institutional Banking (CIB) Malaysia role is responsible for supporting the Senior Regulatory Compliance Manager Commercial Banking (CMB) & Global Banking (GB) and Head of Regulatory Compliance CMB & GBM in the implementation, with guidance from Global and Regional Head of all aspects of Regulatory Compliance including impact analysis of regulatory changes affecting Corporate and Institutional Banking (CIB), Global Trade Solutions (GTS), Global Payments Solution (GPS) business/product provider (Markets and Securities Services business to a lesser extent), and support the coordination and execution of the designated Compliance work streams and assurance in Malaysia, while ensuring alignment with Global Standards, covering Conventional Banking requirements as well as Islamic banking requirements. The scope of responsibility of role holder covers HSBC Bank Malaysia Berhad (HBMY), HSBC Amanah Malaysia Berhad (HBMS), HSBC Corporate Advisory (Malaysia) Sdn Bhd (HCAM), The Hongkong and Shanghai Banking Corporation Limited, Offshore Banking Unit Labuan and HSBC (Malaysia) Trustee Berhad (to a lesser extent).

 

The role requires strong partnership and collaboration with CIB, GTS, GPS teams and has responsibility for supporting the Senior Regulatory Compliance Manager, CMB & GB and the Head of Regulatory Compliance, CMB & Global Banking Market (GBM) in the implementation of Compliance policies and standards, local laws and regulations. The role is to ensure a robust and effective compliance framework within CIB, GTS and GPS. It will monitor and track the progress of designated work streams and initiatives underway which fall under the umbrella of regulatory compliance risks, provide policy advice, advisory and risk stewardship support related to conventional and Islamic CIB, GTS and GPS  products, services and clients.

 

The role will also need to stay at the forefront of regulatory changes, to ensure proactive communication with business and where required, develop or support appropriate policy and framework to manage the changes in Malaysia and to provide advisory support to CIB, GTS and GPS (Markets and Securities Services business to a lesser extent).

 

Impact on the Business
 

  • To provide support to the Senior Regulatory Compliance Manager CMB & GB and Head of Regulatory Compliance CMB & GBM in the containment of regulatory compliance risks in CIB, GTS, GPS and Markets and Securities Services (MSS). This includes ensuring proactive approach is taken for the identification of Regulatory Compliance risk change and potential impacts on CIB conventional and Islamic Banking Business Model in Malaysia.

  • Continuous support to the Senior Regulatory Compliance Manager CMB & GB and Head of Regulatory Compliance CMB & GBM in ensuring appropriateness / robustness / effectiveness of framework to monitor compliance developments impacting CIB (and MSS to a lesser extent) in Malaysia.

  • Support Senior Regulatory Compliance Manager of CMB & GB and Head of Regulatory Compliance CMB & GBM in the implementation of actions to address, manage and mitigate impacts of regulatory changes on CIB (and MSS to a lesser extent) in Malaysia.

  • Support the implementation of global standards, strategic policies, compliance-related projects / programmes which ensure CIB & MSS’s exposure to current risks and emerging arising risk is managed and mitigated appropriately, in a commercially focused and practical manner.

  • Support and assists in the effective deployment of the Compliance Assurance function e.g. in providing the relevant input.

 

Customers/Stakeholders

 

  • Liaison with relevant stakeholder within CIB, GTS, GPS and to a lesser extent, MSS in Malaysia, other Global Business and Functional teams (where required) to provide expertise and support on all Regulatory Compliance related matters.

  • To assist in interaction with Regulators and industry bodies in Malaysia, on Regulatory Compliance matters relating to CIB, GTS, GPS and to a lesser extent, MSS.

  • To assist Senior Regulatory Compliance Manager of CMB & GB and Head of Regulatory Compliance CMB & GBM in ensuring the appropriate, timely and relevant risk information is provided to CIB management as well as significant updates provided in CIB Monthly Management Meeting.

  • To assist in enhancing regulatory compliance awareness amongst CIB, GTS, GPS and MSS staff.

  • To assist in monitoring changes to business practices and products/services of CIB, GTS, GPS and MSS, to a lesser extent and to ensure that compliance procedures and controls are adequate to cover them.

 

Leadership and Teamwork

 

  • To maintain a strong communication and working relationship within other CIB, GTS, GPS and MSS leaders, other Risk Disciplines, Functions and Global Businesses to ensure implementation of new disciplines.

  • Share best practice with group offices, other business lines and other regions.

  • To maintain and develop positive and professional working relationships with the Compliance functions.

 

Operational Effectiveness and Control

 

  • To assist in the implementation activities for the alignment of the CIB, GTS & GPS (and to a lesser extent MSS) operating practices with changes in Global Regulatory Compliance Standards.

  • To resolve any/all identified issues promptly and escalate concerns to the relevant Compliance teammates and management as appropriate to ensure timely awareness of any material concerns.

  • To maintain and observe all HSBC control standards and implement and observe the Group Compliance Policy, including the timely implementation of recommendations made by internal/external auditors and external regulators. 

  • To maintain awareness of operational risk within assigned portfolio and minimise the likelihood of it occurring/recurring including its identification, assessment, mitigation and control, loss identification and reporting.

  • Supporting the management of reputational and regulatory risks of CIB & MSS.

 

Requirements
  • Degree qualification of at least 5 years of compliance or relevant experience, preferably with Regulatory Compliance experience in CIB, GTS and GPS.
  • Significant degree of professional independence.
  • Strong team-player attitude.
  • Excellent communication and inter-personal skills, with experience in dealing with stakeholders at various levels including the capacity to articulate the case for risk management and policy in the language of business.
  • Ability to develop practical, cost effective solutions to complex issues.
  • Experience of dealing with regulatory matters and confident interaction with Regulators.
  • Consistent follow-through in ensuring corrective and mitigating actions are put in place or closed out.
  • Pro-active in identifying regulatory compliance issues or developing appropriate recommendations/solutions.
  • Good planning skills are required in order to perform his/her principal accountabilities and manage a varied workload on a timely basis.
  • Practical and effective in providing advice to the relevant functions/businesses management.
