We are currently seeking a high calibre professional to join our team as a Senior Vice President, Chief Controls Officer.
Principal Responsibilities
In this role you will
- Non-Financial Risk (NFR) management – support 1LOD (Level of Défense) Group Chief Operating Officer Organization (GCOO) teams to ensure the requirements of the NFR Framework have been appropriately embedded
- Review and Challenge – perform appropriate review and challenge on activities performed by the Group Chief Operating Officer Organization (GCOO) teams, including assurance on the completion of remediation activities, root cause analysis on operational incidents, review of gap analysis or assessment performed against regulatory advisories, circulars, notices etc. Take an active role in 1LOD and 2LOD meetings, committees and forums and offer constructive and informed inputs and challenges
- Timely Escalation – early escalation of material issues and incidents, significant changes to the risk environment, deteriorating risk exposures, new vulnerabilities or evidence of the crystallization of emerging risks to senior management in a timely manner
- Control Advisory – first point of contact to provide risk and control advisory and support to the GCOO teams and support the ongoing improvement of the risk and control environment; support the teams through internal/external audits, assurance reviews, regulatory inspections etc. and ensure the outcomes are appropriate with the risks clearly identified
- Governance - support the Singapore Chief Operating Officer to ensure there is effective risk oversight and governance for GCOO teams, working closely with the 2nd Line of Défense stewards
- Regulatory Support – support the GCOO teams in their interactions with Regulators e.g. inspections, surveys, consultation papers, responses etc. and review all responses and submissions to the Regulators to ensure these are appropriate and accurate
- Change Execution – support the GCOO teams to manage internally and externally driven changes impacting non-financial risks, working with stakeholders across the Bank where required for cross-entity/market projects to drive the changes to closure/completion, provide governance oversight on crossline of business/function actions and provide regular updates to senior management
To be successful you will need
- Deep and proven SME knowledge in managing non-financial risks, particularly in Resilience Risk and Financial Crime Risk, with proven experience of working in a related control or risk function with strong knowledge of applying the relevant risk and controls assessment methodology
- In-depth knowledge and experience of implementing non-financial risk frameworks and managing non-financial risks consistently and effectively in line with the agreed risk appetite, preferably in a large financial organisation
- Ability to present complex technical concepts, solutions etc. clearly to non-technical stakeholders in a credible manner and articulate the business dependencies and residual risks associated with these
- Ability to methodically analyse complex sets of data and requirements and provide an accountable SME opinion or challenge and provide direction to 1LOD and Business stakeholders to ensure they fulfil the requirements to manage Resilience Risk within appetite
- Excellent communication and people management skills to effectively manage a complex and varied set of stakeholders, and work across cultures and geographies
- Outstanding interpersonal skills, coupled with the ability to succeed within a matrix management structure and build and maintain regional and global team relationships and a proven ability to communicate effectively and confidently at all levels across the group, building and maintain relevant cross-organization and industry relationships to keep up to date on the external Resilience Risk landscape and provide benchmarking views of HSBC Singapore against peer activity
