We are currently seeking a high caliber professional to join our team as a Assistant Manager Regulatory Affairs Philippines – Short Term Assignment (STA).
Role Purpose
The Compliance function is a Second line of defence (LOD) function, responsible for reviewing and challenging the activities of the Group’s businesses (also referred to as “the First LOD”) to ensure that they effectively manage as “Risk Owners” the risks inherent in or arising from the conduct of their activities and for which they are responsible. The Second LOD consists of 'Risk Stewards' who are independent of the commercial risk-taking activities undertaken by the First LOD. The Compliance function is a Risk Steward for a number of non-financial risks in accordance with HSBC Group’s risk framework.
The Assistant Manager Regulatory Affairs Philippines is a key strategic and risk management role that has a broad remit and responsibilities for leading implementation and management, with guidance from the Head of Regulatory Compliance Philippines and Manager Regulatory Affairs Philippines, of all aspects of Regulatory Affairs and Policy, including impact analysis of regulatory changes, and driving coordination and execution of various work streams and assurance in the Philippines, while ensuring alignment with Global Standards.
The Assistant Manager Regulatory Affairs Philippines shall support the Manager Regulatory Affairs Philippines in co-ordinating a consistent global approach to managing HSBC Philippines relationship with its regulators, and, in conjunction with the business facing Compliance Officers, ensuring timely reporting and disclosure of relevant information both to HSBC Philippines regulators and within the Group in relation to regulatory concerns and engagements.
The role holder shall assist on oversight and control across the Bank’s regulatory engagement, the regulatory developments that affect the Bank and Compliance Policy Governance, ensuring consistent processes, reporting and timely managing information, and identifying key risks. He/she shall assist the Manager Regulatory Affairs Philippines to execute a structured and consistent regulatory affairs framework to identify, assess, report on and respond to regulatory developments, engagement and policy in-country. He/she shall also support the local Compliance teams as Subject Matter Expert for regulatory change, interaction and policy.
The role requires strong partnership with the Global Businesses and Functions and has responsibility for driving the implementation of policy arising aligned with Global Standards. It will monitor and track the progress of various work streams and initiatives which fall under the umbrella of Regulatory Affairs and Policy and Global Standards, and provide related policy advice.
The role will need to stay at the forefront of regulatory changes in the Philippines to ensure proactive communication with business and develop appropriate policy and framework to manage the changes in the Philippines. It will be the go-to person for both Global Standards and RAP workstreams to ensure processes are coordinated and implementation risks and issues are considered and addressed.
Principal Accountabilities:
Impact on the Business
- Support the country Compliance teams as Subject Matter Expert for regulatory change, interaction and policy
- Identify, escalate and report on issues arising from regulatory engagement and change, as required.
- Ensure regulatory initiatives and changes are shared in a timely manner with critical assessment of regulatory risk themes and intelligence.
- Assist to support the engagement of host regulators and key financial services regulatory agencies across business lines
- Assist to manage the implementation and embedding of Regulatory Compliance Functional Instruction Manual (FIM). Review and drive implementation of core RC Policies, including Group Standards Manual (GSM) and FIM.
- Assist to manage country Regulatory Compliance policy governance by implementing and managing the infrastructure to support the development and maintenance of policy (including support for country addenda, dispensations and associated documents) in the Group’s Global Standards Manual and FIM guidance. Support new requests and annual review of country dispensations.
- Be a subject matter expert within the Compliance function in managing interaction with our Regulators.
Customers/Stakeholders
- Use expertise and experience assisting to drive Global policy implementation in the Philippines
- Support Compliance colleagues in the provision of reports to the Risk Management Committees, RC/FCC management committees at country, and possibly at Global Business level as needed on Compliance, in relation to regulatory engagements and developments in the Philippines.
- Assist the team to interact with Regulators and industry bodies in the Philippines on regulatory developments
- Ensure that the CRCO, Head of Regulatory Compliance Philippines and Manager Regulatory Affairs Philippines are appropriately advised of material compliance and reputational matters.
- Develop and maintain productive relationships with Country Functional Heads and their teams.

- Strong communication and working relationship within Regulatory Compliance, other Global Business and Function leaders, Other Risk disciplines to ensure implementation of new disciplines

Operational Effectiveness and Control
- Support in the oversight and management of Compliance Risk within the Philippines
- Be creative/innovative in implementing policies and providing solutions to complex issues/initiatives.
- Ensure appropriate reporting of Compliance issues emanating within the Philippines
- Assist to resolve any and all identified issues promptly, and escalate concerns to management as appropriate to ensure timely awareness of any material concerns
- Maintain and observe all HSBC control standards and implement and observe the Group Compliance Policy, including the timely implementation of recommendations made by internal/ external auditors and external regulators
- Maintain awareness of operational risk within assigned portfolio and minimize the likelihood of it occurring including its identification, assessment, mitigations and control, loss identification and reporting

Experience, Skills and Qualifications
- Seasoned professional with deep experience in one or more senior compliance roles
- Extensive knowledge of financial crime and regulatory compliance risks
- Extensive knowledge of the HSBC Group structure (most particularly that of Holdings), its business and personnel, and a deep understanding of HSBC’s corporate culture.
- Significant experience in the financial services industry.
- Lateral thinker with an ability to interpret and solve complex issues.
- Excellent communicator with strong inter-personal and influencing skills.
- Ability to adopt a tailored and effective communication style to varying levels of management up to and including Group executive management.
- Recognised subject matter expert with regulators.
- A ‘completer-finisher’. Self-starting and results-focused. Proactive, energetic and resilient individual with a ‘can-do’ approach;
