CIB & HBEU includes Global Payments Solutions (GPS), Global Trade Solutions (GTS), Markets & Securities Services (MSS), Investment Banking, Global Coverage and key geographies in Europe and the Americas.

 

The CIB & HBEU GCIO function comprises a global team of circa 17,000 staff worldwide and an annual operating budget of approximately $2bn.  The CIO for CIB & HBEU reports into the Group CIO who is responsible for circa 60,000 staff and an annual operating budget of approximately $7 billion.  

 

The Group Chief Information Office (GCIO) Chief Operating Office (COO) team has aligned teams for each of the Global Business and Global Functions. This role is part of the CIB & HBEU aligned Operations Director team and will be responsible for all Portfolio & Accountability Management (PAM) for CIB & HBEU, in close collaboration with the COO central team.

 

Job Requirements:

·       Portfolio Programme Management:

o   Establish and maintain an effective governance and oversight capability including portfolio steering meetings, working groups and clear escalation paths through to the GBGF CIO

o   Work closely with Business and Transformation teams to ensure GCIO deliverables are funded, resourced and prioritised (e.g. to align value stream capacity and demand)

o   Ensure that the GBGF Ops Director and the GBGF CIO are fully briefed of programme statuses and issues to support Group CIO meetings

o   Hold programme delivery managers to account through challenge sessions to ensure issues are remediated quickly and efficiently

o   Actively seek early warning indicators that programmes may be going off-track and determine appropriate resolution paths

o   Quality assure the delivery structures of portfolio programmes (e.g. appropriate governance, use of tooling, number and phasing of programme milestones)

o   Ensure programme hygiene is maintained through the use of various Clarity-driven metrics available in group-wide visualisation tool

o   Provide central PAM team with status updates to facilitate GCIO reporting, and escalate issues requiring management attention at GCIO ExCo

o   Regularly review and report upon thematic RAID across the GBGF, and raise Helios issues and MSIIs where appropriate

o   Collaborate with the central PAM team to adopt best practices and tooling, and seek to build out the PAM community

o   Establish strong collaboration with 2LOD and 3LOD through regular meetings to ensure programme execution expectations are aligned

o   Drive the appropriate use of the execution effectiveness tooling and processes where GBGF programmes have been triggered

·       Portfolio Finance & Benefits:

o   Ensure accurate financial management of governed targets, forecast and actuals (in collaboration with the business where aligned to value streams)

o   Manage spend to be in line with targets, run rate analysis, and actively challenge forecast accuracy

o   Ensure programme suppliers (e.g. GBGFs) have correct interlock of budget in place, keeping within overall targets

o   Manage the process for changes to targets and quarterly tollgates

·       Business Cases, NFRs & Clarity:

o   Maintain the CIB & HBEU Clarity structures and hierarchies across the GBGF governed portfolio, ensuring any legacy structures for CIB & HBEU are archived and the hierarchy supports the current Change the Bank portfolio

o   Agree the set of Strategic and Delivery Business Cases required for CIB & HBEU in collaboration with the business

o   Oversee technology inputs to Business Cases completion and submission across CIB & HBEU and ensure adherence to group standards

o   Ensure successful NFR & CIA completion across all portfolio initiatives where applicable

Requirements

  • Demonstrable experience in managing significant financial and resource plans, organisational transformation, and project portfolio management, with a track record of driving results in complex, matrixed organisations
  • Proven track record of executive leadership in technology management roles within the financial services industry, preferably within multinational banks
  • Strong understanding of Technology operational management requirements for banks and knowledge of the external environment - regulatory, political, competitor and market
  • Strong analytical and problem-solving skills, with the ability to synthesize complex information and make data-driven decisions to drive business outcomes
  • Ability to translate technology strategy and align and manage accountabilities accordingly
  • Deep financial and commercial awareness
  • Ability to manage and mitigate operational risk effectively
  • Ability to develop and maintain long term relationships with highly critical stakeholders internally and externally
  • Understanding of the HSBC Group and its strategy, structures and processes
