The Opportunity:
- Regulation Management is a combined pool of functions that include Horizon Scanning, Regulatory Mapping and Regulatory Reporting verticals.
- Horizon Scanning: is a process established to monitor and capture material regulatory developments that impact HSBC Businesses. The purpose is to standardize the current, manual regulatory development tracking process globally, creating a one-stop repository of information (RAPid2) for all material regulatory developments, by working with the Global businesses and Global Functions to help them identify and manage their Regulatory risk.
- Regulation Mapping: is a process established to assist Risk Stewards who host distilled regulations on Reg MAP tool, post triaging and finalization of material regulatory developments from Rapid2. These Regulation records are further shared with 1st Line of Defence (1LOD) colleagues to assist in embedding the Group’s Risk Management Framework and linking those risks with appropriate controls accordingly.
- Regulatory Reporting: is a process established to support the Regional Report Owners to ensure that the regulatory reports that are hosted on Regulatory Reporting Information System (RRIS) are complete, accurate and maintained. This model ensures greater risk and data transparency between countries and Global Business Lines (GBL) as well as enhancing HSBC’s ability to trace risks and control analysis back to regulatory obligations.
- A Manager (GCB6) would play a key role in assisting global risk stewards, in maintenance and management of all aspects of Regulation Management functions (detailed above) across different stewardship areas. A manager would be working closely with AVP, Regulation Management along with key stakeholders including the senior leadership team, the Global Business Lines (GBLs) from across regions. The incumbent will interact with the Onshore UK/regional teams on a regular basis to ensure successful attainment of the objectives including enhancing the efficiency of the process.
Governance and Committee Memberships (membership of ExCos, Risk Management Meeting)
- Candidate may be part of various governance committees (ex, ManCo calls, onshore business review meetings etc) as may be required or delegated by the reporting line manager (AVP).
- Candidate would be responsible for managing and mitigating operational risks in their day-to-day operations, should ensure he/she understands their position within the LOD, and act accordingly in line with operational risk policy, escalating in a timely manner when they are unsure of actions required.
- Candidate would be responsible for overseeing and ensuring that operational risks are managed in accordance with the Group Standards Manual, Risk FIM, & relevant guidelines & standards. Continuously reassessing risks associated with the role and inherent in the business, taking account of changing economic or market conditions, legal and regulatory requirements, operating procedures and practices, management restructurings, and the impact of new technology.
- Candidate would be implementing measures to contain the compliance risk across the business area, by ensuring adequate resources are in place and training is provided, fostering a compliance culture, and optimizing relations with regulators.
What you’ll do:
Principal Accountabilities and Responsibilities (e.g., for Business, Customers and Stakeholders; internal control environment, etc.)
- Review and assign Regulatory Development alerts to the respective regional reviewers.
- Creation of ‘Regulatory Development’ records from alerts, and the assignment of actions and sub- actions, which will serve as a workflow management solution.
- Preparation of high-level summary of the ongoing regulatory developments and share it with the business on a periodic basis.
- Perform periodic Quality check on open/completed/assigned alerts and share the report with the business.
- Ensure consistency of approach in maintaining Regulation Records across all GBL / regions, in line with Global Operational Procedures and Target Operating Model. Leading the Annual Review and Quality review activities for global jurisdictions in Reg MAP.
- Become a recognized first point of contact/escalation for the Regional or local Compliance teams who undertake regulatory mapping, assist local teams with various data migration and amendments requests from users of Reg MAP Tool.
- Support various activities in Regulatory Reporting such as the annual attestations, reviews like Report Owner, Maker/Checker discrepancies, Steer-Co data inputs and over all Ecosystem QA/QC analysis.
- Help global users on their access management and queries related to regulatory developments, regulation records and regulatory reports which are hosted on Rapid2, Reg MAP and RRIS tools.
- Lead and complete the UAT and provide feedback to the IT / business teams.
- Prepare and share daily, weekly, monthly Management Reports.
- Being responsible for enhancement and documentation of the process.

- Ensuring delivery of ad-hoc reports and requests from stakeholders if any

- Timely and accurate internal quality checks (4 eye process)

- Effective contribution in team meetings and business review meetings and calls.
- Observations from line manager, AVP - Regulation Management and feedbacks received from key stakeholders, including but not limited to Onshore and Regional Teams.
What you will need to succeed in the role:
- IT literate and the ability to explore and analyse application based on Appian and Qlik-Sense platforms, to extract various data sets.
- Ability to work logically and systematically with the myriad of spreadsheets produced for various tasks.
- Disciplined and organized and able to follow a regular diary of monthly reporting activities, actively escalate challenges and follow up on open action items.
- Capable of prioritizing activities in the face of competing requirements.
- A strong attention to detail in identifying duplicate records and actively working with risk stewards until completion of such tasks.
- Strong interpersonal skills to facilitate seamless co-operation with the various stakeholders.
- Relationship management within the context of Regulatory Compliance and Regulation Management.
- Work experience in a major international/global bank, within a matrix environment, including reporting internationally.
- A highly motivated and dynamic self-starter, working collaboratively within teams, delivering on time, Project management & documentation skills.
- With strong inter-personal skills and excellent communication, dealing with senior executives.
- Sound judgment and problem-solving skills, ability to think laterally.
- Good quantitative and qualitative analytical skills.
