  • Within Group Regulatory Compliance is the Group Regulation Management team which is responsible for owning the processes, operating models, and infrastructure to support HSBC’s regulation management landscape. Regulation Management provides the foundation for demonstrating compliance with regulatory requirements across HSBC group-wide through its technology platforms and the management of HSBC’s inventory of its rules, regulations, and laws for its license to operate.   It works across the Group, engaging daily with Risk Stewards (global and regional), Enterprise Risk Management, Regulatory Excellence, Group Legal, Group Internal Audit, Assurance, and regulatory change programmes.

The Opportunity:

  • Regulation Management is a combined pool of functions that include Horizon Scanning, Regulatory Mapping and Regulatory Reporting verticals.
  • Horizon Scanning: supporting the enterprise-wide expansion of the identification and oversight of upcoming and in train material regulatory developments; supporting the Group to address regulatory change.
  • Regulation Mapping: supporting the strategic enterprise-wide regulation mapping programme, including the development of common mapping process and system architecture necessary to support the programme.
  • Regulatory Reporting Inventory: supporting the Group Integrity in Regulatory Reporting (IRR) programme in delivering and maintaining a “golden source” Regulatory Reporting and Notifications inventory and delivering attestations from Inventory Stewards (Inventory complete and accurate) and Report Owners (Category 1 report control environment status).
  • A Manager (GCB6) would play a key role in assisting global risk stewards, in maintenance and management of all aspects of Regulation Management functions (detailed above) across different stewardship areas. A manager would be working closely with AVP, Regulation Management along with key stakeholders including the senior leadership team, across global regions. The incumbent will interact with the Onshore UK/regional teams on a regular basis to ensure successful attainment of the objectives including enhancing the efficiency of the process.

What you’ll do:

Principal Accountabilities:  Key activities and decision-making areas

  • Lead, motivate and manage the team, handling contingencies, learning & development, backup, succession & progression planning, and hiring management.
  • Review and assign Regulatory Developments alerts to the respective regional reviewers
  • Creation of ‘Regulatory Development’ records from alerts, and the assignment of actions and sub- actions, which will serve as a workflow management solution
  • Being responsible for enhancement and documentation of the process
  • Preparation of high level summary of the ongoing regulatory developments and share it with the business on a periodic basis
  • Prepare and share daily, weekly, monthly Management Reports
  • Perform periodic Quality check on open/completed/assigned alerts and share the report with the business.
  • Complete the UAT and provide feedback to the IT / business

  • Help identify and share best practice in a Compliance space
  • Cultivate a positive and collaborative working environment with the Compliance function
  • Build and maintain close working relationship with partners in Regulatory Compliance or elsewhere and should be able to work and co-ordinate with remote sites
  • Communicate effectively to different audiences, including both Regulatory Compliance and any other internal customers
  • Develop and maintain a current knowledge of internal and external Data Governance initiatives and best practices. Develop general awareness of Compliance Regulatory changes affecting the function
  • Pro-actively assist management in identifying and containing compliance risk, monitoring, reporting and fostering a positive Compliance culture

  • Feedback from internal and external stakeholders
  • Regular contact with key stakeholders, providing reports within agreed timescales.  Track issues through to conclusion
  • Provision of reports to management on significant issues in a concise and timely manner, where applicable
  • Close working relationship maintained with the Compliance function, Regulatory Compliance and any other internal customers

  • Maintain HSBC internal control standards, continually assessing operational risks inherent in the processes, taking account of changing operating procedures, staff movements, legal and regulatory requirements, management restructures, and the impact of new technology.
  • Ensure understanding of Group FIMs, Group Audit / Internal Control Review / Compliance reports; foster a compliance culture
  • Actively contributes to RCA process and in both anticipating and mitigating potential risks

Typical Targets and measures

  • Clear evidence that the team understands the respective operational controls and standards to contain compliance risk
  • Any significant compliance issues reported appropriately and in a timely manner
  • Identify process improvements. Discuss these with the Business Partner for implementation
  • Identify best practices across various geographies and effectively disseminate these to others.

Challenges (The challenges inherent in the role that require a continual test of the role holders’ abilities)

  • Meeting Cross Country/Multi Time zone delivery
  • Balancing new requirements with existing technical capabilities to ensure stakeholder expectations are managed
  • Manually scanning of various Regulatory Websites

Requirements

What you will need to succeed in the role:

  • Minimum Graduation, preferably in Commerce (B.Com), BBA.      

Essential

  • Good command of both oral and written English.
  • Attention to details and good analytical skills.
  • Strong interpersonal skills and able to build and maintain relationships.
  • Knowledge of Regulatory Compliance, Regulation, Regulators and structures, Risk management framework is necessary.
  • Utilizes own initiative to resolve issues. Ability to support decisions with sound reasoning.
  • Fast learner - Able to understand new regulations, systems, business concepts etc.
  • Excellent time management and prioritization of tasks.
  • Flexibility to work in different shifts.
  • Maintain good relationship with stakeholders
  • Open to ideas and balanced decision making
  • Demonstrated team leadership qualities and proven track record of ability to manage diverse/multi-culture work environments with strong organization, time management and prioritization demand
  • Excellent communication skills, presentation skills and interpersonal skills, combined with strong courageous integrity to challenge, ask the right questions, be persistent, give and receive feedback positively, collaborate effectively within own team and outside team.
  • Experience on systems and applications, with proficiency in MS Excel/Access/Word/PPT
  • Understanding of the different Business Lines of Financial institutions.
