The Compliance function is a Second line of defence (LOD) function, responsible for reviewing and challenging the activities of the Group’s businesses (also referred to as “the First LOD”) to ensure that they effectively manage as “Risk Owners” the Regulatory and Financial Crime Compliance risks[1] inherent in or arising from the conduct of their activities and for which they are responsible. The Second LOD consists of 'Risk Stewards' who are independent of the commercial risk-taking activities undertaken by the First LOD. The Compliance function is a Risk Steward for a number of non-financial risks in accordance with HSBC Group’s risk framework. 

The Assistant Manager, Advisory, Compliance for HSBC Vietnam (HBVN) is the accountable executive responsible for ensuring that HSBC’s operations in HBVN are effective in identifying, managing and mitigating Regulatory Compliance and Financial Crime risks and ensure timely advice is provided to the business.  
The responsibilities of the Assistant Manager, Advisory, Compliance are to:

  • Support the Head of Advisory for HBVN in relation to Regulatory Compliance and Financial Crime risks.
  • Articulate Regulatory Compliance and Financial Crime risks faced by the business / product units assigned responsible for. Discharge responsibilities in line with the expectations of the NFRO program. 
  • Providing compliance support, advice and guidance to CMB and GBM business / product units assigned responsible for while maintaining an effective control framework and to ensure compliance with all relevant external laws & regulations, internal codes and policies and good market practices.  
  • Manage the relationship with relevant regulators on behalf of HBVN. Where required, interact with the regulators and industry bodies in HBVN, on regulatory matters relating to the business.
  • To exercise risk steward challenge and fostering a positive culture of compliance by working proactively with the business line/global function/DBS, Chief Control Office, and other compliance professionals to ensure that best practices are followed in accordance with the applicable laws, rules, regulations, and internal policy.
  • Serving as the regulatory coordinator for specific regulations and/or as instructed by Head of WSB and GBM advisory and provide timely and competent advisory to relevant business / product units and functions to ensure demonstrable compliance.
  • Assist the leadership of the Compliance function, and other colleagues on all material compliance related matters.  
  • Follow prescribed issue escalation protocols, monitoring and surveillance of business activities and revising procedures
Certifications, Qualifications and Experience

  • Seasoned professional in managing Compliance risk within a global firm, in the financial services industry.  
  • Extensive knowledge of the HSBC Group structure, its business and personnel, and HSBC’s corporate culture. 
  • Lateral thinker with an ability to interpret and solve complex issues.
  • Excellent communication and inter-personal skills, with experience of dealing with executives at all levels.
  • Well-developed leadership skills.
  • Experience of dealing with regulatory matters and confident interaction with Regulators.
