The Compliance function is a Second line of defence (LOD) function, responsible for reviewing and challenging the activities of the Group’s businesses (also referred to as "the First LOD") to ensure that they effectively manage as "Risk Owners" the risks inherent in or arising from the conduct of their activities and for which they are responsible. The Second LOD consists of 'Risk Stewards' who are independent of the commercial risk-taking activities undertaken by the First LOD. The Compliance function is a Risk Steward for a number of non-financial risks in accordance with HSBC Group’s risk framework.

The Opportunity:

The AVP FC COE for Regulatory Development - Europe (GCB5) supports the Europe region in managing the Financial Crime risks that it faces and is focused on and responsible for ensuring that the regulatory landscape is monitored effectively for changes that impact the Financial Crime risk programme. The role holder will be responsible for ensuring regulation changes and developments are identified, evaluated, and feed into implementation and policies streams effectively to ensure HBEU and HBCE adhere to regulations, risks are reported and escalated via appropriate governance, and industry best practices are shared.

What you’ll do:
 * Engage with markets and horizon scan for regulatory developments across the region to identify emerging regulation, trends, and their potentioal impacts; taking responsibility for socialising new regulatory updates, engaging and mobilising market and regional stakeholders as required.
 * Completing daily horizon scanning of the external environment including regulatory developments, news, and enforcement actions; working with other Risk Stewards to identify areas for read across, understanding our exposure to such changes and communicating our policy and control environment position.
 * Working with the wider FC Europe team, supporting further horizon scanning analysis activities, to identify, capture and report on trends and typologies within the risk landscape, allowing for better preparedness and the incorporation of mitigation into policy making and training planning processes.
 * Review of policies in market to understand country regulation, and financial crime risk considerations unique to the operating environment.
 * Act as a regional SME, working with in market teams to identify changes in legislation and industry best practice. Supporting the stewardship of emerging risk and trends, advising leadership on potential impacts.
 * Input into and updating of RAPID2 where required with regulation (new and updates), liaising with market and regional teams.
 * Support and input into HSBC responses to regulator engagements as they relate to the Financial Crime risk programme, where required.
 * Engage with Europe Reg Affairs and other key stakeholders and share information to region and market contacts as necessary
 * Assist in the production of periodic regulatory development papers, emerging risk papers and maintaining horizon scanner trackers and documents. Attending and supporting Regulation Development forums as required, including relevant meeting materials.
 * Be part of periodic testing of internal controls to ensure accuracy and completeness of execution of regulator change management processes.
Qualifications
What you will need to succeed in the role: 

• Experience of dealing with regulatory matters and confident interaction with senior stakeholders. Proven track record of successfully navigating the complexities of multijurisdictional regulations and compliance.
• Excellent verbal and written communication skills with previous experience in policy and/or regulatory development.
• Strong analytical skills and the ability to interpret complex regulatory information; the ability to distil and explain complex issues concisely and clearly.
• Proven ability of drafting guidance, updates and communications pertaining to regulatory developments.
• Subject matter expertise in policy, regulatory development, or other compliance role would be advantageous.
• Proficiency in French and/or German languages (including reading and written)
• Knowledge of UK financial services regulation will be advantageous.
• Knowledge of European banking sector regulation will be advantageous.
• Legal background will be advantageous.
