Opportunity:

Global Head of Cash and Liquidity Management Operations role will be accountable for the leadership and delivery of Cash and Liquidity Management service to businesses in HSBC, including Markets Treasury within MSS. The role holder will be responsible for ensuring high standards of service delivery across cash management and related processes, managing relationships with the business and internal service providers and representing MSS Operations at governance forums.

The role is directly responsible for approximately 50 colleagues across multiple locations and the execution of cash management processes which are critical to the firm’s liquidity management. Multiple HSBC businesses are dependent on the complete, accurate and timely execution of cash management processes and the role holder is expected to ensure high standards of service delivery and lead the communications where there are issues.

Strategic leadership is an essential part of the role, with a Change the Bank agenda that seeks to continue to enhance cash management processes to continually improve service delivery. The role holder wil be required to manage the CTB budget within limits, ensuring spend is effective, aligned to agreed business objectives and benefits are clearly articulated. Similarly, the role holder will be accountable for a run-the-bank budget and is expected to demonstrate an awareness of the AOP (Annual Operating Plan) and projected spend and take action to communicate and manage variances.

The role holder will need to be well connected with their team, being aware of the status of cash management processes, operational challenges and identifying and leading appropriate actions to solve.

Alongside the core Cash and Liquidity Management service remit and Markets Treasury interface, the role also provides a valuable MSS Operations interface wider wider key Stakeholders across the Bank like GPS.


What you’ll do:

Leadership:
  • Lead Cash Management for the Markets Treasury business, ensuring that Cash Management delivers effective and efficient support and strategically progresses relevant functions aligned to business objectives. Represent Cash Management at the Markets Treasury Non-Financial Risk Committee.
  • Delivering internal client service excellence and efficiency, working in partnership with other leaders in MSS Operations and Front Office stakeholders to deliver outcomes that meet the needs of the Markets Treasury business.
  • Lead Cash Management on non-financial risk topics, such as operational risk reduction, resilience risk, process mapping and other improvements in the non-financial risk management environment.
  • Work collaboratively with other MSS Operations, GPS and CIB leaders who own and operate processes and services utilised by the Markets Treasury business.
Targets:
  • Business leaders are aware of their service levels, risks and costs as they relate to Cash Management
  • The function is an active participant in the overall MSS Strategy and MSS Operation
  • Active participation in key governance forums
  • Prompt and effective escalation and follow-up of issues
Strategy and Transformation:
  • Create and update a long-term vision for Cash and Liquidity Management Operations, factoring in strategic business objectives and the wider MSS Operations Strategy.
  • Lead the Change-the-Bank agenda for Cash and Liquidity Management. Understand business objectives, translate them into operational change requirements and create a compelling investment pitch with clearly articulated benefits.
  • Partner with Technology to develop target functionality, geographical scope and cost estimates for technology initiatives.
  • Sponsor and participate in the CTB agenda, Cash Management System and tactical and strategic implementations to reduce the need for manual payments at source.

Cash Management:
  • Leading and implementing the strategy for the cash management operation within Markets and Securities Services
  • Leading a team of approximately 50 FTE based across regional hubs, service centres and sites
  • The role holder sponsors strategic programmes to centralize, standardize and optimize Cash & Liquidity Management technology and processes
  • Drive front-to-back opportunities to improve funding projection accuracy to support Markets Treasury’s mandate to achieve optimal funding balances at the end-of-day, with deficits financed and surpluses lent out to minimise costs and maximise interest income.
  • Management of the operational risks and KRIs associated with the Cash Management function to ensure inherent risks are identified and controls are designed, implemented and operating effectively to reduce residual risk.
  • Deliver measures to optimise the management and utilisation of intra-day liquidity, improving settlement certainty by identifying liquidity stresses and working with the Markets Treasury business to manage these to acceptable levels.
  • Ensuring compliance with all relevant Regulatory requirements in particular: Intraday Liquidity (PRA Supervisory Liquidity Review Process) within Cash and Liquidity Management and Sanctions
Targets:
  • Operational KRIs and KPIs are managed within tolerance or are escalated accordingly with clear plans to solve
  • Funding shortfalls and surpluses are within business appetite.
  • Supportive endorsement of the department by all major risk and control stakeholders across the front to back organization.
  • Delivery of all risk management activities, including feedback from 2LoD / 3LoD.
  • All Audit requirements and issues delivered on time
Major Challenges:

Role Context:
  • Whilst the initial transformation has already begun the global operating model needs to be driven to identify areas for further synergies/integration where fundamental processes are similar and look for longer term potential for adoption of shared strategic technology platforms to serve the combined business.
  • The formation of the new area has the highest level of business and group support and will require close working relationships with various stakeholders across MSS and GPS to achieve success.
  • With MSS Operations, The Head of Cash Management covers:
  • over 4,190 Nostro accounts across 82 currencies
  • average daily cashflows: 1.4m with a value of $1.48 trillion
Management of Risk:
  • All activities to be undertaken in accordance with the Operational Risk Management Framework (ORMF).
  • The jobholder will continually reassess the operational risks associated with the MSS businesses, taking account of changing economic or market conditions, legal and regulatory requirements, operating procedures and practices, management restructuring, and the impact of new technology. This will be achieved by ensuring all actions take account of the likelihood of operational risk occurring and addressing any areas of concern with the appropriate persons and/or department in line with risk appetite.
Observation of Internal Controls:
  • The role holder will adhere to, and be able to demonstrate adherence to, internal controls and will implement the Group compliance policy by adhering to all relevant processes/procedures

Through the implementation the Global AML, Sanctions and ABC Policies, supporting Guidance, and Line of Business Procedures the jobholder will make informed decisions in accordance with the core principles of HSBC's Financial Crime Risk Appetite

Qualifications

What you will need to succeed in the role:

Knowledge:
  • Deep understanding of HSBC Group structures, values, behaviours, processes and objectives
  • Strong intimate knowledge of HSBC’s various Global business’s and functions
  • Working knowledge of the fundamentals of payments, cash management and liquidity risk
  • Strong knowledge of the external environment – regulatory, political, competitors, innovation etc.
Experience:
  • Proven experience of positive, challenging interactions with Senior Management and business leaders
  • Proven ability in working across multi-disciplinary and multi-cultural, diverse work environments
  • Strong analytical background. Track record of working with large and complex data sets.
