  • Responsible for designing and developing and ongoing support SAS / Big data / Python capability for the ‘Change the Bank’ (CTB) Stress Testing agenda across HSBC Group’s Retail and Wholesale projections banking Stress Testing portfolio.
  • Responsibilities include the development of SAS solution for stress test execution, data validation and management information processes. This will involve development in standard SAS tools including Data information studio and visual statistics/ analytics.  This role is also expected to support detailed design and lead the development team for a specific workstream and ensure proper coding standards through internal code review sessions, best practices and governance processes.  Experience in analytics and Credit Risk projections preferred.

What you’ll do:

Key Areas of Accountability – Change the Bank

  • Perform the development (coding) documentation and implementation of stress testing modesl with SAS toolset for wholesale & Retail Credit Risk, covering: technical design and documentation, coding of the component, testing of the component
  • Supporting testing (FT & UAT) and overall delivery of the solution by working together with the Stress test Delivery Manager and other suppliers (e.g. IT).
  • Ensure delivery reduces hand offs yet increasing interaction between various Country teams, Region and Group business teams across Finance and Risk.
  • Ensure the use of SAS toolset reduces lead time to delivery and aligns to strategic direction so that cross-functional development is usable
  • Design should help embed standard processes, systems and operational models into the BAU approach for end-to-end execution of stress tests, enabling the organisation to leverage HSBCs global economies of scale
  • Ensure that the delivered solution follows robust, industrialized procedures and all controls / governance are followed through the change cycle.

  • Responsible for driving SAS delivery across multiple geographies; therefore the role holder must be highly skilled in teamwork, to drive his/her own and the team’s approach and standards
  • Collaborate with other Group functions, Regional teams to ensure effective working relationships which deploy solutions to a prioritised set of markets

  • Ownership of minimum SAS development standards for Stress Testing activities to ensure strong, repeatable and consistent SAS processing
  • Ensure due observance of HSBC Internal Control Standards and Group Compliance Policy, including the timely implementation of recommendations made by internal / external auditors and external regulators.

  • Capacity to articulate best practice in SAS, to move the culture from a "sharing of best practices" to one of having fit for purpose minimum standards
  • Ability to critique practices and capabilities while maintaining a strong working relationship with the teams involved.
  • Structured approach and flexibility to work across multiple disciplines is essential
  • Effective management of time to work across multiple disciplines, timezones, etc
  • Excellent understanding of delivery management and SAS toolset.
  • Driving towards results and managing multiple priorities.
  • Ensuring appropriate version control and rigor is applied across the work stream and the relevant documentation is maintained to provide a clear audit trail.

Role Context (The environment and operating conditions of the role including the extent of guidance and authority)

  • The role supports the project lead of SPST (Strategic Planning & Stress Testing) Credit Risk Finance Change Delivery on SAS development function, delivered as per the agreed plan through engagement with business stakeholders, IT and operations function for a successful Credit Stress Test execution

Management of Risk (Operational Risk / FIM requirements)

  • The jobholder will continually reassess the operational risks associated with the role and inherent in the business, taking account of changing economic or market conditions, legal and regulatory requirements, operating procedures and practices, management restructurings, and the impact of new technology
  • The Programme must be managed in accordance with the group controls framework and with relevant FIM’s (Finance Instruction Manual)
  • Approach / Change must comply with applicable legal and regulatory requirements from a global standpoint
  • Also by addressing any areas of concern in conjunction with line management and/or the appropriate department

Observation of Internal Controls (Compliance Policy / FIM requirements)

  • Maintains HSBC internal control standards, including timely implementation of internal and external audit points, together with any issues raised by external regulators
  • The jobholder will implement the Group compliance policy by containing compliance risk in liaison with Global Head of Compliance, Global Compliance Officer, Area Compliance Officer or Local Compliance Officer. The term ‘compliance’ embraces all relevant financial services laws, rules and codes with which the business has to comply
  • This will be achieved by adhering to all relevant processes/procedures and by liaising with Compliance department about new business initiatives at the earliest opportunity. Also and when applicable, by ensuring adequate resources are in place and training is provided, fostering a compliance culture and optimising relations with regulators

Role Dimensions (e.g. balance sheet size, lending/expenditure limits, size/volume of transactions, budget. in USD’000)

  • The role holder will work with a large Global Finance team that delivers complex transformational and important regulatory change

Requirements

What you will need to succeed in the role:

  • Excellent knowledge and interest in the new SAS toolset and roadmap
  • Working experience of SAS application development
  • Knowledge of Big data (Hadoop/Hive/Cloudera) and experience working in linux terminal
  • Knowledge and experience of agile project management methodologies and working with JIRA, Confluence and Github
  • Knowledge of Cloud based technologies and Python coding language is advantageous
  • Good knowledge of Credit Risk Stress Testing and Projections is advantageous
  • pySpark/Spark advantageous
  • Strong Communication and interpersonal skills.
  • Strong written and verbal communication skills
  • 5-10 years experience in SAS application programming and delivery within large programmes. 
  • Demonstrated flexibility across multiple domains and functional areas
  • Structured analytical approach
  • Working across cultures and in matrixed organisational structures
  • Recognised numerate University Degree (or equivalent)     
  • SAS certification (Advanced) will be preferred
