Non-Financial Regulatory Reporting Enablement Senior Manager is responsible for supporting the processes and controlling actions of the businesses and functions for non-financial regulatory reporting within the framework of regulations, rules and report-based guidelines, and processes and evaluates regulatory reporting in an integrated manner across the bank. Main objective is to ensure effective and timely compliance with non-financial regulatory reporting.

This role will be responsible for working with relevant Risk Stewards and SMEs on report development and manage the daily operations of report production. Furthermore, they will partner with IT on most efficient ways to produce and utilize these reports.

Detailed Description

• Owns and shapes end-to-end non-financial regulatory reporting processes, ensuring strategic alignment with business priorities and regulatory expectations.
• Working closely with GB / GF Heads and proactive in taking actions to the risks observed in relation to non-financial regulatory reporting in the Market. Escalation to risk forums and committees in collaboration with the relevant Exco member.
• Drives process direction; sets standards, defines methodologies, and establishes governance frameworks across the organization.
• Holds enterprise-wide accountability for the integrity, accuracy, and timeliness of non-financial regulatory disclosures, with direct impact on regulatory standing and institutional reputation.
o Coordination of new reports development in a timely manner; identifying the responsible parties with the GF/GBs, active participation in the relevant Order Book processes and securing IT resources.
o Coordinating ad hoc reports and establishing quality controls prior to the submission to regulatory bodies.
• Translates complex regulatory requirements into clear, actionable frameworks that protect the organization while enabling business continuity.
• Exercises senior-level judgment in balancing regulatory rigor with operational practicality, guiding stakeholders toward sustainable and compliant solutions.
• Leads complex coordination across internal and external stakeholders, ensuring alignment, consistency, and disciplined execution.
• Serves as the primary reference point within the organization for regulatory interpretation, reporting methodology, and process integrity.
• Demonstrates strong influence and persuasion capabilities, shaping outcomes across senior leadership and cross-functional teams without relying solely on formal authority.
• Proactively anticipates regulatory developments and assesses their systemic impact, positioning the organization ahead of evolving expectations.
• Manages regulatory exposure, audit interactions, and escalation matters, requiring a high degree of autonomy and sound risk judgment.
• Ensures that cost, complexity, and control considerations are balanced while maintaining full compliance with regulatory obligations. Identifies control needs in alignment with COO (if needed with CRO and CFO) and designing / performing new controls.
• Establishes a culture of accountability, transparency, and control discipline within the reporting function.
• Alerting the business and functions owners about the system and operational failures or errors while the role is leading the design of non-financial regulatory reports.
• Establish adequate communication channels with DAO team because emerging data error issues may have impact on non-financial regulatory reports and the remediations in relation to data errors is to be tracked strictly by the role.
• For all reports under management, continuously seek and deliver simplification (automation, demise, merge, etc.)
• Perform non-financial regulatory reporting function for HBTR, ie periodic BAU reporting.
• Coordination the execution of FLOD controls, identifying SLOD control needs and establishing communications channels with control assurance teams such as ICU and Compliance Assurance teams.
• The seniority of this role is key due to the following factors:
o Role is expected to be working directly with EXCO members
o Seniority of the role will accelerate the effectiveness in the coordination of regulatory reporting environment
o The role is not only taking responsibility of coordination but role will also oversee production, process improvement and oversight of reports.

This roles focus will be non-financial Regulatory Reporting that are related to BDDK, TCMB reports which include transactions . Primary focus will be on coordination and simplification of these reports and reporting processes. The team will also be responsible for the periodic BAU production of cross HBTR non-financial reports that do not fit within other Infrastructure such as MASAK, GIB, Risk Centre, FATCA and CRS.

NOTE: There is already a Regulatory Reporting Senior Manager within Finance who is primarily responsible for finance reports (BDDK; TCMB) that are linked to the bank trial balance. This is out of scope.

• This role is expected to manage a team of 5 FTEs (capacity may increase over time)

• Coordinate, organize and lead the Non-Financial Regulatory Reporting tasks to ensure collaboration across the businesses functions in HBTR
• Take a leading role in sustaining the robust control environment by considering Exco oversight requests.
• Close alignment with Risk Stewards: Risk, Finance, ICU and Regulatory Compliance
• Leading and optimizing the use of time and resources, creating a creative and disciplined environment, contributing to the achievement of the HSBC Group's objectives. Coach the development of professional knowledge and skills of team members.

Qualifications
  • A university degree
  • At least 7 years of knowledge and experience in banking, transformation, program delivery, banking products and controls.
  • Understanding local regulations and requirements and ability to distil complex regulatory requirements to report formats demanded.
  • Strong stakeholder management as the role requires cross LoB and infrastructure coordination.
  • Prior people management experience
