The eMPF RAS Residual Operation lead will be a senior role in the newly created Trustee Management Office (TMO). The TMO is expected to be set up throughout 2025 and operate as BAU after the onboarding of HSBC to the eMPF platform with the primary function to facilitate and support any residual administration services (RAS) that is over and above the scope of the appointed RAS vendor and eMPF Platform.

The Opportunity:

eMPF RAS Residual Operation lead will be reporting to the Head of Trustee Operations and will be responsible for overseeing the residual operations within TMO including escalation case management and AML/KYC activities.

What you’ll do:

  • Responsible for the TMO operations team consisting of up to 30 team members and Key contact to Regulator, Compliance, Trustee and Fiduciary Services and Legal Department.

  • Establish the future TOM of the eMPF Residual Operation under TMO to ensure service excellence post eMPF onboarding and approve the creation and maintenance of WIM.

  • Work with the Business Compliance Manager and 2nd line of defence to ensure all regulatory changes and internal FIM requirements that imply an action by the Trustee is communicated to the relevant parties and or adhered to under TMO operations.

  • Work with the Change Manager to communicate with the eMPF Platform Company and RAS vendor for any change requests, issues handling outside of Trustee Portal, including breaches of SLAs, failure of either party to perform their duties.

  • Attend industry forums as and when needed.

  • Collaborate with TPEM Manager in monitoring the service level of the RAS Vendor, and attend relevant governance forums.

  • Work with Trustee Oversight team to report on any identified breaches by TMO, the eMPF Platform Company and/or RAS Vendor to the regulator(s).

  • Overall operational risk management to identify key risks impacting the TMO operations and or processes and implement the appropriate operational controls.

  • Work with the Business Manager in identifying key business optimization opportunities while at the same time ensure operations comply with applicable laws, regulations and internal FIM requirements.

  • Develop, implement and review result of quality assurance program.

Requirements

What you will need to succeed in the role:

  • University Degree Holder.

  • Over 12 years working experience, preferably within the areas of pension funds, ORSO and MPF.

  • Good communication skills, including excellent written and spoken Chinese and English; proficiency in Putonghua is a plus.

  • Strong leadership skill.

  • Demonstrated ability to develop and motivate staff.

  • Analytical to enhance system and procedures.

  • Strong project management skill.

  • Strong interpersonal skill and negotiation skill to deal with clients.

  • Problem solving skills and be client / regulator focused.

  • Eager to learn and strive for continuous improvement.

  • Able to work under pressure and meet deadlines.

  • Willing to change and be proactive to drive change.

  • High integrity and professionalism.
