The Group’s Risk Management Framework (RMF) requires independent Second Line Assurance of the management of material risks and controls across HSBC’s non-financial and financial risk taxonomies. The RCAS function provides a significant proportion of this assurance.
Via its industry-leading centres of excellence, RCAS delivers innovative assurance solutions for and on behalf of HSBC’s Risk Stewards and peer assurance teams.
This role reports into the Global Assurance Lead, Regulatory Issues and is responsible for assurance of actions/ controls put in place to address issues raised by the main UK Regulator, PRA raised in relation to the delivery of the Risk 2025 programme. This is achieved by building out onshore capability (either fixed term/contractors) that will deliver agile, insightful, and cost-efficient assurance. The PRA findings have identified gaps across the different components of Financial Risks within all of HSBC territories and division. The issues span across Traded Risk, Treasury Risk, Operational and Resilience Risk (ORR), Model Risk, Wholesale Credit Risk (WCR), Data, Reporting and Analytics, Risk Management Framework and Climate Risk. Additionally, Global Internal Audit conducted a review of the Risk 2025 programme highlighting the lack of a central assurance approach to ensure all actions addresses the PRA findings.
The role holder will be required to contribute to assurance validation reviews across multiple Lines of Business (LoBs) / geographies and manage effective relationships with key stakeholders across multiple LoBs / functions at the global, regional, country and business levels. The role holder will have relevant Financial Risks subject matter expertise (SME) and the ability to challenge other SMEs across the Group. The role holder will assess issues raised by the PRA in relation to Risk 2025 programme.
What you’ll do
• Using subject matter expertise to assess the effectiveness of financial risk management activities to meet the Group’s regulatory obligations.• Build and maintain strong, professional relationships with internal stakeholders (e.g. Risk Workstream Lead, Respective Action/ Issue Owner, Global Risk Steward, the Risk 2025 Programme Lead) promoting and demonstrating the value and effectiveness of RCAS.• Assessing the design and operating effectiveness of the controls/processes and sustainability of remedial actions implemented to address the gaps highlighted by the PRA.• Providing immediate feedback on the quality of Issue/Action Closure pack to Issue/Action Owner to take necessary action and ensure the validation is completed in a timely manner.• Contribute to executing the Assurance validation plan, ensuring the accurate, efficient, and timely completion of independent assessments of Management Action Plans, maintain high quality documentation of the Issue/Action validation completed.• Support the Global Assurance Lead, Regulatory Issues in ensuring that Assurance of the PRA findings attributed to the Risk 2025 programme, meeting HSBC risk management requirements and regulatory expectations, providing risk stewards, control owners and senior management with up-to-date information regarding standards of compliance within the organisation.• The role holder is required to work with considerable autonomy, dealing with issues for which there is no obvious solution while still being able to provide judgment and clear direction.• Be acutely aware of the operational risks associated with business activities, considering changing economic or market conditions, legal and regulatory requirements, operating procedures and practices, management restructurings, and the impact of new technology.
What you need to have to succeed in this role
• Minimum of 5 years proven experience in assurance, audit, compliance or risk management within financial services or other major industries.• A good understanding of Financial Risks taxonomies for example Traded Risk, Wholesale Credit Risk, Treasury Risk, Climate Risk.• Proven ability to question, evaluate, and improve existing business processes and adequacy of information.• Experience working with local and regional stakeholders and an understanding of global standards of quality.• Minimum Bachelor’s degree in related field such as business, finance, law or equivalent experience.• Requires understanding of the changing regulatory landscape regarding compliance functions within the banking industry.• Fluent in both oral and written English.• Proficient with Microsoft Office.
