Technology Government & Regulator Engagement Manager
The role holder will support the UAE & MENAT CIO by working with teams internally and externally playing a critical role in strengthening HSBC MENAT Region’s Technology landscape including strategy execution, Audit, ownership of regulatory portfolio, optimizing UAE, opportunities to realise synergies with the broader super region, communications & reporting, Risk management and other industry best practices (Representing Technology at external forums). Additionally, it involves providing dedicated, forward thinking, strategic support and operational management support to management of cross-GCIO activities across UAE & MENAT.
This role will carry out the following activities:
Government Engagement
• Understanding of the government requirements across the MENAT region
• Ability to understand, analyse and translate into solution various requests/requirements from Government Bodies across the UAE and MENAT region
• Collaborate with internal Technology and business units to develop and implement plans required to fulfil Government requirements.
• Represent the Bank in external bodies on discussion relating to technology risks and resilience challenges (such as UAE Banking Federations and Central Banks)
Strategy Execution
• Ensure adherence and delivery of Business and Technology Strategies
• Support implementation of business strategy by ensuring appropriate alignment with the Technology 8+1 global technology priorities
• Organizational Design activities & People program activities
• Maintain transparency via a robust communication framework
Regulatory Compliance and Reporting
Act as a single point of contact and gate keeper for all regulatory requirements including but not limited to the below:
• Interpret, implement, and monitor compliance with various Regulators within the MENAT region and industry standards, including but not limited to requirements for cybersecurity, data governance, business continuity, outsourcing and incident management.
• Reporting of Technology key metrics including service management, performance, financials and people
• Accountable for all Technology governance papers for the UAE & MENAT GCIO.
• Participate in regulatory inspections and audits, providing necessary documentation and explanations.
• Track and report on regulatory findings and ensure timely remediation.
Policy & Standards Development
• Participate in the development, review, and update of technology risk management policies, standards, guidelines, and procedures to ensure early engagement and UAE & MENAT requirements are considered.
• Ensure policies are aligned with regulatory and governmental requirements, industry best practices, and the bank's risk appetite.
• Drive awareness and adoption of technology risk and compliance policies across the organization.
Advisory & Training:
• Provide expert advice and guidance to technology and business teams on evolving technologies aligned with the strategy.
• Identify appropriate training and awareness programs on new technologies and cascade best practices to technology teams across the region.
Reporting/Governance:
• Prepare regular reports, dashboards, and presentations for management, risk committees, and the Board (as required).
• Communicate technology risk posture, compliance status, and emerging threats effectively.
Experience & Qualifications:
• Bachelor’s degree is REQUIRED in ordered to obtain a work permit and visa.
• Degree in information technology, Computer Science, Information Systems, Business, or a related field is desired. Master's degree is a plus.
• 5+ years of progressive experience in Technology operations, governance, portfolio management, regulatory engagement within the financial services industry.
• Demonstrated understanding of banking operations and technology infrastructure.
• Certifications are an added advantage.
• Excellent analytical and problem-solving skills, with the ability to identify, assess, and articulate complex technology risks.
• Strong understanding of UAE and MENAT Region Government organizations
• Proficiency in risk assessment methodologies and tools.
• Strong experience in leading and coordinating governance papers and forums as well as related activities
• Excellent verbal and written communication skills required in English. A proven ability to communicate effectively and confidently at all levels across the Group and with regulators.
• Strong interpersonal skills and ability to build relationships with various stakeholders across different departments.
• Ability to work independently and as part of a team in a fast-paced, dynamic environment.
• High level of integrity and professional ethics.
• A proactive and curious mindset, with a willingness to learn and take on new challenges in a fast-paced environment.
• Previous experience dealing with UAE & MENAT regulators.
• Acted as the primary liaison for regulatory requirements, driving alignment on key regulations to
ensure organization readiness and compliance.
• Led portfolio management activities ensuring alignment of investments and initiatives with strategic objectives, allocated budget and timelines.
• Represented Technology at Key Financial and Portfolio governance forums in UAE & MENAT region, covering the financial planning & forecasting of the Technology change portfolio and the execution compliance with HSBC standards.
• Supported the implementation and compliance of the Bank’s project management change framework for Technology teams across the UAE & MENAT region.
