Enterprise Risk Management (ERM) is a new function, bringing together Operational & Resilience Risk (ORR) and parts of Risk Strategy and Macroeconomic Risk. It is a combined Risk Stewardship and Oversight sub-function within Global Risk and Compliance which aims at supporting the integration of the Group Framework and Appetite Management and providing broad oversight of our Non-Financial Risk Taxonomy. Our purpose is to make sure HSBC understands and is in control of its non-financial risk position, and we create robust governance, processes and procedures that ensure effective management of the function.
Operational Resilience is the ability of firms and the financial sector to Anticipate, Prevent, Adopt, Respond to, Recover, and Learn from operational disruptions. Operational Resilience is a focus area for regulators across the globe, with guidance published in 2021 by the Basel Committee for Banking Standards (BCBS), comprising the views of 45 regulatory bodies across 28 jurisdictions. The PRA and FCA released regulation at the same time, asking firms to identify, map, set impact tolerances, and conduct testing on important business services and agree an approach to address vulnerabilities.
The role is located in Krakow and is a part of a global IBS Oversight Team. This is a full-time role supporting Operational Resilience across lines of businesses and geographies. The jobholder, through the execution of review plans, will provide Enterprise Risk Management (ERM) oversight of implementation of regulatory requirements that HSBC has to meet in Operational Resilience space. The role combines utilization of analytical skills, critical judgement and stakeholder management.
The role will be responsible for the provisioning of subject matter expertise to support Enterprise Risk Management (ERM) Leadership Team (LT) and ERM Assurance teams discharge their responsibilities in relation to operational risk and resilience risk steward delivery across all service areas, delivery of assurance activities, embedding of assurance practices and embedding of stewardship activities and service catalogue in respective GB/GF/Specialist team.
What you’ll do
- Provide independent end-to-end or thematic reviews of Important Business Services, looking at the documentation of the supporting processes and the Business Service Owners’ understanding of the Operational Resilience within their Important Business Services.
- Seek evidence of completeness and accuracy of the collated artefacts.
- Confirm that the repository of mapped business services is complete, in line with processes deemed in-scope for relevant commitments.
- Confirm that the process of identification and management of resilience vulnerabilities is robust and based on severe but plausible scenario testing, complete mapping of the end-to-end service, including internal and external dependencies such as internal services, payment rails, technology reliance and 3rd parties.
- Opine on whether the BSO’s assessment of end-to-end operational resilience is aligned to the evidence available, including review of material trigger events.
- Manage deliverables to an agreed schedule, plan and quality.
- Develop and manage stakeholder relationships within ERM and Business and Functional stakeholders.
- Coordinate with teams across the 1LoD and 2LoD to inform the overall assessment plans and results.
- Lead oversight activities for designated businesses, regions and/or spotlight areas.
- Participate in and contribute to dedicated workstreams to develop and utilize the expertise during the oversight activities and to share with the team and the community.
- Support consistent and insightful reporting and escalation of issues identified through ERM Second Line of Defence opinion papers
- Deliver key messages and strategic updates as appropriate for oversight standards and service catalogue tools.
- Prioritise and communicate the basis of prioritisation decisions.
- Set the highest standards through personal behaviour, interaction with others and in the expectations set for ERM oversight.
- Drive effective teamwork, engagement and collaboration across ORR teams and business stakeholders
What you need to have to succeed in this role
- Demonstrable experience of assurance / audit activities and techniques, or 2LOD stewardship for one or more of the ERM risk types.
- Deep understanding of Risk Management Framework and Non-Financial Risks, including sound understanding / knowledge of technology, cyber, third party and other risks
- Experience of process mapping and delivering professional reports and presentations gained within a financial services organization or audit/consulting practice.
- Ability to articulate and deliver concise, evidence based feedback to stakeholders, including senior management
- Ability to foster relationships whilst providing adequate challenge and effecting change.
- Fluent in both oral and written English.
- Proficient with Microsoft Office.
