The Opportunity:

Financial Crime

  • The Financial Crime (FC) function contains both First and Second Line of Defence (LOD) functions and includes ”Risk Stewards” who are independent of the commercial risk-taking activities undertaken by the Group’s businesses. The FC Function also operates a set of critical controls on behalf of the FLOD by harnessing intelligence, analytics, technology, detection and investigation. Risk Stewards are responsible for reviewing and challenging all the activities of the FLOD to ensure that, as “Risk Owners”, they effectively manage the FC risk inherent in, or arising from, the conduct of their activities and for which they are responsible. FC risk is a non-financial risk that includes Screening, fraud, money laundering, bribery and corruption, sanctions violations, terrorist financing, proliferation financing, export control violations and tax evasion. The FC function operates in accordance with HSBC Group’s Risk Management Framework (RMF).
  • A Global Name Screening Specialist will have responsibility to ensure that Financial Crime Detection continues to provide effective and efficient identification of Financial Crime Risk. The role will ensure the Name Screening alert generation capabilities continue to be optimised to identify financial crime faster, with less friction and at a reduced cost.  Critical to the success of the role will be stakeholder engagement across various risk SMEs globally and regionally to ensure that Name Screening meets stakeholders requirements and needs.
  • The role is a key risk management role with a targeted remit and responsibilities including, but not limited to:
  • Contribute to the management of ongoing optimisation of the Bank’s Name Screening capabilities in order to maintain and enhance the financial crime risk detection function
  • Provide oversight to the Name Screening function, supporting the team and providing SME oversight and support
  • Lead projects and assignments relating to deploying functionaility related to Name screening SVS related to a product OR a process in a specific region OR globally.

Principal Accountabilities: key activities and decision-making areas

  • The following principal accountabilities are aligned to the FC Risk and Compliance Model.

Impact on the Business

  • Provide direction to cross-functional experts (pods) from analytics, technology, transformation and product management and key stakeholders across global functions and regions.
  • Provide an SME  interface within the Detection Value Stream for all Name Screening matters.
  • Support the FC Leadership in the delivery of investment across technology, intelligence, and analytics to enhance the efficiency, effectiveness, security and cost profile of FC.
  • Assist drive, develop and implement programmes to quantify impacts and implement actions to address, manage and mitigate impacts of FC Optimisation across the Name Screening control framework
  • As required by leadership, attend and represent FC in governance forums and meetings

Customer / Stakeholders

  • Develop and Manage relationships with key internal stakeholders across Group functions, lines of business, regions, and countries.
  • Facilitate the sharing of information and creation of feedback loops across the firm, with particular focus on wider FC Detection stakeholder to continuously adapt and improve optimisation
  • Provide support and coordination where necessary to manage the response to high priority FC Detection Feedback requiring a coordinated response across Group Financial Crime functions, Compliance, lines of business, regions, or countries.
  • Develop and maintain a strong and professional working relationship with Senior Management of FC, Risk, Audit and Finance at Business, Group and Regional levels
  • Ensure appropriate timely and relevant risk information is provided to FC leadership and appropriate governance fora

Leadership and Teamwork

  • Clearly communicate and effectively implement the Name Screening strategy to meet business needs.
  • Provide support at a Group level with respect to the FC Name Screening process
  • Influence through action with respect to establishing an effective and efficient Risk Optimisation Environment, deliver strong collaboration and influencing across the Compliance matrix
  • Where necessary, provide sponsorship and strategic vision for People Development initiatives aligned to Financial Crime, Compliance, and Group activities, as well as supporting the annual BAU HR cycle.
  • Ensure effective communication across FCD and the business to all key stakeholders in relation to FC Detection matters
  • Support the sharing of developments and best practice across the wider FC Function
  • Support deliver the value stream approach aligned to detection outcomes to deliver a seamless integration of cross-functional expertise
  • Maintain and develop positive and professional working relationships with senior business leaders, Risk and Compliance colleagues at Group, Regional and Market / Entity level
  • Work effectively as part of a team, taking the lead where appropriate and contributing to team output and collaboration
  • Foster a learning agile culture, promoting proactive review of lessons learned

Operational Effectiveness and Control

  • Assist with the articulation and embedding of FC Detection Optimisation controls. Ensure that these are updated for changes in regulation and impacts on business
  • Resolve any / all identified issues promptly and escalate concerns to management as appropriate to ensure timely awareness of any material concerns
  • Maintain and observe all HSBC control standards and implement relevant policies, including the timely implementation of recommendations made by internal / external auditors and external regulators
  • Where required, support the articulation and embedding of framework, policies, procedures, and controls as they relate to FC Controls
  • Maintain awareness of operational risk within the value stream and minimise the likelihood of it occurring including its identification, assessment, mitigation and control, loss identification and reporting
  • Develop and present options to implement controls whilst retaining full benefit from investment in systems

Management of Risk

  • The role holder will continually reassess the operational risks associated with the role and inherent in the business, taking account of changing FC threats, geopolitical, economic or market conditions, legal and regulatory requirements, operating procedures and practices, management restructuring, and the impact of new technology.
  • The role holder will ensure the fair treatment of our customers is at the heart of everything we do, both personally and as an organisation.

Observation of Internal Controls

  • Managers are accountable for setting the ‘tone at the top’ which underpins the principles of a positive and effective internal control environment. They should exhibit leadership and direction to their teams for establishing and maintaining an effective internal control environment, including the development and management of policies and procedures where appropriate. Managers should also ensure that suitable processes are put in place to review and oversee the internal control environment against those policies.

  • The role will assist the Group in achieving a balance between the demands of regulators, external bodies and governmental initiatives and the Group’s shareholders and customers in enacting FC compliance; being alive to the political, management, regulatory and reputational implications of a particular decision and courses of action at a global level; assisting executive management in the development of controls and systems and influencing the way in which the business is conducted in order to manage these risks, meeting Group risk appetite. The increased focus on individual liability for senior managers, particularly Risk Heads, makes it increasingly important for the Group to be able to evidence adequate systems and controls. The role is one where regulatory authorities have high expectations and is likely to come under scrutiny as part of any major regulatory investigation.

Role Context

  • The role holder will report to a Senior Group Screening Manager. This can involve dealing with major issues for which there is no clear-cut solution whilst still being able to provide judgment and clear direction. The nature of the role may require close working contact with senior executives across the Group.

Requirements

What you will need to succeed in the role:

Certifications, Qualifications and Experience

  • Financial Crime Subject Matter Expert
  • Understanding of Name Screening IT systems such as OWS and Case Manager
  • Test the functionality of OWS Batch & RTS Test environment which is used for Screening and maintenance OWS Batch/RTS match rules.
  • Regulatory or audit testing.
  • OWS Batch match rule review, Tuning dashboard review and model overview dashboard review.
  • RAS Validation.
  • Effectiveness testing and tuning
  • Extensive experience in the production of Test Plans, Scripts, Defects, Defect Reports and Test Closure packs.
  • Independently delivers end to end on projects.
  • Assists in delivery of more complicated projects under supervision of the team leader/ manager within agreed timelines and as per agreed quality standards

Skills

  • Graduate / Post Graduate degree in Statistics, Mathematics, Economics on any other quantitative discipline.
  • Strong & Broad analytics experience, ideally in BFSI domain and must have led analytics projects delivery. Knowledge and understanding of financial services preferred.
  • Demonstrated experience in process and data analysis using one of these: Python, R, SQL or Hive; on environments such as AWS, Google cloud or Hadoop.
  • Rudimentary project-based business knowledge. Ability to diagnose issues and resolve simple to moderately complex issues.
  • Good organizational, analytical, problem-solving, and verbal and written communication skills. Proven problem solving and analytical abilities including the ability to critically evaluate information gathered from multiple sources, reconcile conflicts, decompose high-level information into details and apply sound business and technical domain knowledge.
  • Knowledge of statistical and machine learning techniques
  • Delivery focused; demonstrating an ability to work under pressure and within tight deadlines.
  • Strong inter-personal skills and excellent communication, dealing with senior executives.
  • Experience in delivering requirements for IT or analytics related projects and bridging between business and IT team.
  • Well-developed written and verbal communication and interpersonal skills.
  • Should be a team player.
  • Communicate openly and honestly. Advanced oral, written, and visual communication and presentation skills - the ability to communicate efficiently at a global level is paramount.

Good to have.

  • Experience in agile software development and tools such as JIRA, Confluence
  • Relevant Project Management or Agile Certifications such as Certified Scrum Master etc is a plus
