Role Purpose:

In this role, you will:

·         Support CSEM policy change and potential impacts on LOB CSEM process for the end-to-end oversight of operational effectiveness of CSEM process and procedures for the LOB.

·         Support the ongoing development and improvement of UCM-CS (strategic workflow tool for CSEM Process) and act as a SME with our key stakeholders.

·         Supports the RRCSC secretariat responsibilities as applicable

·         Supports action required to address IWPB CSEM risk appetite and financial crime risk matters

·         Supports stakeholder relationships through communication and ad-hoc reporting as applicable with a clear understanding that operational effectiveness requires consistent Cross Line of Business and Cross Border execution.

·         Facilitates local execution of CSEM Quality Control and Quality Assurance results along with associated remediation

·         Facilitates local execution of RCM, FCC Assurance, internal/external audit results along with associated remediation

·         Facilitates local execution of CSEM Governance of related forums and ToRs in line with approved guidance.

·         Where processes sit within Functions (FC/FCI/AML/Sanctions) or GCOO, these should be managed through subsets PLAs and SLAs between GCOO offices and such parties with performance tracked through Management Information and RAS management to ensure aspects outside risk appetite are moving towards tolerance levels and escalating accordingly to GCOOs / LOB Heads accordingly.

·         Facilitates local execution of the CSEM process in an operationally effective manner using automated tools that generate consistent and quality MI, enabling efficient resources allocation against a CSEM blueprint, and supports cross-border and cross-business line decisioning and execution. Ensures a local resourcing model is maintained by all relevant parties in CSEM process (eg GCOO/ FCI/FCC/Sanctions /AML)

·         Facilitates local training implementation

·         Collaborates with SLoD and GCOO to ensure local identification/management of all customers considered to potentially exceed HSBC's financial crime risk along with ensuring

o    Quality and completeness of triggers and related closure

o    Feedback to ensure risk management is fit for purpose

·         Facilitates local decisions: exit decisions are informed by good quality and pertinent information and exit execution can be carried out comprehensively across the Group.  This ultimately enables effective financial crime risk management while ensuring compliance with conduct- and legal-related obligations regarding treating customers fairly.  Ensures adherence to SLAs or Risk Mitigation as appropriate for constraints.

·         Facilitates local decisions: objective and informed decisions being taken by suitably qualified managers in accordance with HSBC's financial crime risk appetite as to whether a customer should be retained or exited, and whether any additional risk management (such as monitoring or restrictions on activity) is appropriate.

·         Facilitates local execution: customers outside HSBC's financial crime risk appetite are exited across the Group and pose no further financial crime risk to HSBC.

·         Facilitates Regional/Country execution: customers previously exited for financial crime reasons cannot re-onboard by ensuring that stakeholders have updated relevant screening mechanisms (GEL), with “GEL “true hits” triggered into CSEM in such a way as to ensure such cases are exited with appropriate FCR governance.

Requirements

Knowledge

·         High level understanding of all types of financial crime activities

·         Knowledge of Retail banking and financial services products

·         Knowledge of the country regulatory environment.

·         Working across all levels of the organisation to understand cross-functional linkages and interdependencies, as well as the implications of risk at both a         strategic level and at the business unit level.

 

Experience

·         Experience in financial services and/or AML/KYC type roles.

·         Experience of creating and leading a team as well as reorganisation and change management.

·         Experience of managing multiple projects.

·         Has developed a satisfactory level of professional competence which helps to determine risk-based solutions.
