This role is part of the Chief Control Office (CCO) supporting Global Operations, Deputy COO (DCOO) and Procurement functions. CCO is part of the 1st Line of Defence overseeing the holistic end-to-end health of the control environment; provides a forward looking view on risk and controls; drives effective design and implementation of controls; and monitors, advises and challenges control owners on how they are managing their risk. It seeks to apply innovative and forward thinking solutions to risk management in the first line, helping control owners to proactively manage their risks.
The Opportunity:
This role focuses on ERM Framework advisory and analysis across all 3 function globally. The role holder partners closely with supported functions and governance teams and 2LOD to ensure Enterprise Risk and Control requirements are properly embedded.
The core focus of the role is:
- Supporting, advising and challenging Operations management to ensure that their risks are understood and well controlled. The role includes analysing the performance of the control environment, performing end to end reviews, deep dive thematic reviews to identify weaknesses and designing new or modified controls to remediate these weaknesses.
- Supporting the CCO lead and the team to deliver the required support to Operations, DCOO and Procurement management. Sharing best practices, mentoring and coaching new staff and provide regular trainings to CCO peers and stakeholders.
- In addition to this, the role will support the evolution of the capability and toolset of the Chief Control Office (e.g. develop more insightful forward-looking measures) and support the transformation of CCO Operations, DCOO and Procurement through active engagement with Transformation teams, CCO/NFR communities in other parts of the bank on automation projects or solutions already adopted in the bank that can be implemented effectively to mitigate risks.
What you’ll do:
Drive effective design of material operational controls by
- Working with businesses and functions to review and critique front-to-back processes and controls
- Ensuring risk and control standards (including the CCO Control Design Principles) are incorporated in the design of new processes
Drive effective design, analysis and remediation of control measures by:-
- Monitoring and analysing control measures to form opinions on the control environment
- Ensuring effective and efficient balance of control effectiveness measures (including Risk & Control Assessments, Key Risk Indicators, test approaches, reviews, audits and judgment based attestations)
- Analysing root cause of incidents and errors
Identify thematic and systemic issues in the control environment by:-
- Performing risk assessment deep dives initiated by trigger events such as internal and external incidents
Identify emerging risks and potential operational incidents by:-
- Developing indicators that, for instance, predict the impact of known risk triggers.
- Applying knowledge of control failings in other operational processes, locations etc in identifying similar control weaknesses across other locations.
Build effective relationships with key stakeholders across CCO Operations, DCOO and Procurement and leverage these relationships to:
- Ensure that controls advice and guidance from CCO is welcomed and acted upon by stakeholders
- Ensure that change activity (such as process, operating model and system changes) incorporates control requirements from the initial design onwards.
- Ensure control remediation activities are robust, complete and sustainable.
- Provide effective and insightful challenge
- Ensure adherence to the Enterprise Risk Management Framework and operational risk policies
- Build effective relationships with key stakeholders within 2nd line of defence and leverage these relationships to contribute to proposed Risk and Compliance policy and framework for the Business or Function
- Develop and agree an agenda for CCO Operations, DCOO and Procurement that balances the priorities across all stakeholder groups at a country, regional and global level.
Ensure that CCO has a robust control environment and a strong risk culture through:
- Ensuring Control Owners within Operations, DCOO and Procurement fully understand their responsibilities and are motivated and focussed on executing these responsibilities on a daily basis.
- Working with Control Owners to ensure compliance with the risk policies and control standards.
Apply and critique the definition and application of policies, control standards and procedures by:
- Working with all lines of defence to influence the definition of group policies and control standards
- Ensuring the control framework enforces policy standards
What you will need to succeed in the role:
Knowledge
- Clear understanding of operational risk and how it is managed
- Knowledge of large scale business processes (within banking or other industries) and the risks inherent in these processes

What additional skills will be good to have?
Knowledge
- Detailed understanding of broad operation activity and the regulatory environment in which Operations, DCOo and Procurement have to operate.
- Controls associated with Financial Accounting, Balance Sheet Substantiation, SOX Requirements
- Knowledge of retail banking, commercial banking and investment banking products and services
- Understanding of risk and control frameworks and risk polices
- Knowledge of best practice in risk management
Experience
- Operating effectively in a complex, global organization
- Experience of managing operational risk
- Experience of designing and implementing process controls
Capabilities
- Process design and/or process reengineering skills
- Expertise in risk and control reporting – especially in defining and measuring leading risk indicators
