The Opportunity:

  • The Group’s Risk Management Framework (RMF) requires independent Second Line Assurance of the management of material risks and controls across HSBC’s non-financial and financial risk taxonomies. The Control Oversight function provides a significant proportion of this assurance.
  • In addition, Control Oversight delivers innovative assurance solutions for and on behalf of HSBC’s Risk Stewards and peer assurance teams.
  • This role is part of the assurance team dedicated to delivering oversight of Deterministic Quantitative Methods (DQMs) they will undertake the Independent review of these DQMs to ensure amongst other things that they are fit for purpose and working as required.

What you’ll do:

  • Undertake detailed reviews of DQMs to ensure they are fit for purpose and operating as expected.
  • Including: Testing DQM’s numerical implementations, assessing the inputs, reporting outputs, suitability for the use of its intended purpose, relevance and completeness of data, documentation and implementation of the DQM, and adherence to policy.
  • Conduct control testing as required. 
  • Lead a team who carry out review / validations, supervising their delivery, using experience and knowledge to intervene and escalate as and when required.
  • Provide written reports detailing the results of the review including documentation of issues identified and reviewing the appropriateness of 1LOD remediation plans to resolve.
  • Participate in Governance Forums as required.
  • Support the recruitment, retention and development of junior colleagues and providing coaching and guidance, to foster a culture of continuous improvement and excellence.
  • Identify opportunities for control improvements

Leadership & Teamwork 

  • Make recommendations for improvements in Policy and Procedure frameworks
  • Contribute to relevant Transformation Programmes within the region by proactively engaging and assisting in the identification and mitigation of risk. This includes early intervention in new designs to ensure Model Risk is thought about from the beginning.
  • Promote HSBC compliance with PRA Model Risk Management Principles and other regulatory requirements.
  • Develop a network across HSBC 1LOD and 2LOD at multiple levels of seniority.
  • Provide direction and guidance to 1LOD and 2LOD for successful adoption and embedding of regulatory guidance including the PRA Model Risk Management Principles.
  • Support the interaction with Group Internal Audit on model related audits, MSIIs and audit issues and ensure oversight on the implementation of any audit recommendations.
  • Contribute to management, regulatory, and external confidence in all DQMs used across the group.
Requirements

What you will need to succeed in the role:

  • Experience in assurance, audit, finance or model risk management within financial services or other major industries.
  • A good understanding of banking and model risk and control framework including model identification, and knowledge of relevant regional laws, regulations and the overall regulatory environment preferred.
  • Experience of model/DQM/EUC risk management would be helpful.
  • Experience of managing stakeholder relationships.
  • Knowledge and expertise of local market and HSBC’s different business lines is preferable.

Experience:

  • Team management experience is essential, preferably in a technical area of delivery.
  • Aptitude to develop strong networks with key stakeholders at all points in a matrix structure, creating an ability to execute task at hand with minimum conflict.
  • Experience developing assurance automation and analytics tools preferred.
  • Capable of supporting colleagues in providing advice and challenge to 1LOD queries

Skills:

  • Excellent English written and oral communication skills.
  • Ability to explain complex topics in a clear and concise manner
  • Strong attention to detail.
  • Experience of software programming languages preferred, e.g. VBA, Python.
  • Proficient with Microsoft Office particularly Excel.
  • Exposure to developing quantitative tools (including End User Computing – EUCs) would be beneficial
  • Team-oriented mentality combined with ability to complete tasks independently to a high-quality standard.
  • Capable of understanding complex calculator type tools and be capable of reviewing and providing oversight and guidance

What additional skills will be good to have?

  • Support the management of DQM risk across a large complex banking group.
  • Manage multiple senior stakeholder relationships across the HSBC matrix.
  • Manage DQM risk whilst significant transformational activity is being implemented, both regionally and globally.
  • Operate and influence within a changing and rapidly developing regulatory environment.
  • Continually support HSBC's approach to conduct and cultivate a positive risk aware culture, which is designed to ensure we deliver fair outcomes for our customers and do not disrupt the orderly and transparent operation of financial markets.
  • Maintain awareness of operational risk and minimise the likelihood of it occurring, including its identification, assessment, mitigation and control, loss identification and reporting in accordance with the HSBC Operational Risk Management.
  • Adopt a risk management and internal control structure, referred to as the Three Lines of Defence, to ensure it achieves its commercial aims while meeting regulatory and legal requirements and its responsibilities to stakeholders, customers and staff. All staff must familiarise themselves and adhere at all times with the role and supporting responsibilities they play in the Three Lines of Defence.
