We are currently seeking a high calibre professional to join our team as a Head of Funds Oversight, Trustee.

Background
Global Trustee & Fiduciary Services (GTFS) is a global Securities Services (SSv) product and is accountable for the Trustee, Depositary and Fiduciary proposition for Asset Managers and Owners as well as some pension arrangements in HK, and the design and operation of the business models to support this. This role will focus on a segment of trustee operations for institutional funds for which HSBC Institutional Trust Services (Asia) Limited (“HTHK”) acts in a fiduciary capacity and will report directly to the CEO of HTHK.
Role Purpose
- Lead the fiduciary oversight of a segment of operators of institutional funds such as fund administrators, transfer agents, and fund managers, in compliance with Hong Kong regulations and to a best-in-class standard.
- To lead key business teams amongst GTFS and to be a Responsible Officer (RO) and a Key Business Line (KBL) Manager-in-Charge (MIC) under the SFC Type 13 or any senior regulatory roles of any regulatory regimes in Hong Kong
- The role holder is expected to be responsible for designing and implementing a robust fiduciary oversight framework for funds under trusteeship of HTHK, over Fund Services activities outsourced to HSBC affiliated and non-HSBC affiliated third parties, including but not limited to, fund administration and transfer agency/registrar services. This includes monitoring of KPIs, conducting due diligences, oversight of material and non-material risks, as well as supervising and tracking remediation plans proposed by oursourced service providers.
- As a member of the HTHK Executive Committee, develop and execute the GTFS strategy in Hong Kong that is aligned to GTFS strategic priorities, HTHK Board’s directives and Hong Kong statutory requirements
- Collaborate with Trustee & Regulatory Product team to ensure all regulatory requirements are considered (e.g. Codes and Guidelines issued by the Securities and Futures Commission etc.) in the design of the fiduciary proposition in Hong Kong
- Working closely with the concerned Product teams, ensure GTFS is proficiently equipped from a financial and non-financial resources perspective ensuring activity is efficiently located in the operating model.
- Represent HSBC in the respective industry groups and committees and influence initiatives on our clients’ and on our own behalf.
- Work closely with HTHK CEO and Product teams, Sales teams, Client Management, Country Management, Technology and Operations to deliver a seamless and best-in-class fiduciary proposition to ensure high client satisfaction.
- Support CEO and CRO of HTHK as a Control Owner of various key controls in the HTHK Risk Control Assessment.
- A member of the various executive forums within SSv Products as appropriate and responsible for representation of all aspects of GTFS key business targets to be met.

Management of Risk
Responsible for effectively managing financial and non-financial risks within the approved risk appetite of the business. Responsible for the continual assessment of operational risks associated with the role and inherent in the business, taking account of changing economic or market conditions, legal and regulatory requirements, operating procedures and practices, management restructuring and the impact of new technology.
Demonstrates compliance with HSBC Group standards, manuals and policies and adheres to the defined work practices, internal controls and risk management standards associated with the role.
Observation of Internal Controls
Maintains HSBC internal control standards, including the timely implementation of internal and external audit points together with any issues raised by external regulators.
Understands, follows and demonstrates compliance with all relevant internal and external rules, regulations and procedures that apply to the conduct of the business activities associated with the role, specifically HSBC internal controls and compliance policies and manuals.
Requirements
Knowledge, Experience and Qualifications
- Strong experience and knowledge of the funds industry and trustee services including the SFC Type 13 investment fund business and the Hong Kong pension fund activities.
- Experience of being a RO or MIC under the SFC licence regime
- Solid background of regulations and associated risk of trustee business.
- Experience in operating with senior stakeholders including board directors and executive management.
- Demonstrates an in-depth knowledge of the securities market and the associated market infrastructure with particular attention on fiduciary and oversight responsibilities
- Demonstrates an in-depth knowledge of the funds industry, the associated market infrastructure and fund structures. Knowledge of investment Hong Kong investment funds structure, including REITs.
- Understands, follows and demonstrates compliance with all relevant internal policy and external regulations and procedures that apply to the conduct of the business activities associated with the role, specifically HSBC internal controls and compliance policies and manuals. Board level and director governance experience an advantage.
