We are currently seeking a high caliber professional to join our team as a Assistant Manager Investigative Reporting (Internal), Assistant Vice President Investigative Reporting (External).

Role Purpose

The Investigator role is part of the Financial Crime Investigations unit and is responsible for conducting investigations in accordance with the Investigations Manual and local procedures/regulations on accounts/transactions of an apparent anomalous nature and where necessary filing of suspicious transaction report and/or appropriate referral for action within the prescribed timeline. It is also the responsibility of the job holder to provide accurate and timely Management Information as required and submit relevant documents to the Local Regulators within the SLA.

Principal Accountabilities:

  • Responsible for conducting effective, timely investigations of assigned cases in accordance with agreed standard reporting requirements and turn-around times.  Cases will include the following: Transaction Monitoring (TM) cases from FCC Operations or Direct L3 escalations; Financial Crime-Unusual Activity Reports (FC-UARs) from various HSBC business units – LoB’s, FCI, AB&C, Global Sanctions, and other regional dashboards or reviews among others; Production Orders/ Freeze Orders or referrals from local regulator; Referrals from other sites through Investigations Exchange; Oracle Watchlist Screening (OWS); and other ad hoc investigations not classified under the above-mentioned (i.e. Enhanced Transaction Monitoring, Isentia News). The Investigator may be asked to support other Team within FC Investigations such as Triage, Major Investigations and QA as and when necessary.
  • Responsible for ensuring that Level 3 case analysis is complete and compliant with applicable QA standards.
  • Responsible for writing a high quality investigative narrative and thereafter recording it, with the case history, in a digital case file. The relevant supporting documents must also be included in the case management system and save accordingly in the HSBC secured folder. 
  • At the end of each investigation a comprehensive recommendation is to be made to the Money Laundering Officer (MLRO) and/or Delegate MLRO as to whether a Suspicious Transaction Report (STR) should be filed. 
  • Responsible for the accurate and timely filing Suspicious Transaction Reports (STR) to the AMLC portal. 
  • Responsible for identifying possible violations of law or regulation according to documented red flags or variations vis a vis expected business transactions documented in CDD. 
  • Responsible for appropriately identifying and triggering Referral for Actions (RFA) and escalating investigations to AB&C, Global Sanctions or Lines of Business Officers as needed; and providing accurate feedback to FCC Operations or other HSBC sites through Investigations Exchange.
  • Responsible for escalating to VP EIR cases which would fall under definition of a “Reportable Event”.
  • Responsible for referring investigations that merits Major or Complex investigations for co-ordination where appropriate.
  • Responsible for escalating to Lines of Business Officers information regarding thematic Lines of Business compliance weaknesses or failures identified during the course of investigations.
  • Responsible for assisting in the submission of documentary requests from local regulator including audit-related requests. 
  • Responsible for filing the Suspicious Transaction Report (STR) and MLRO coordination for Major Investigations. 
  • Responsible to provide accurate Management Information used in the governance forums.
  • Responsible for completing mandatory trainings including High Risk Role training. 

Leadership & Teamwork 

  • Ensure compliance with the AML Policy, Investigations Manual, and other local policies and procedures.  
  • Manage conflict of interest by following the requisite procedure and conduct process.
  • Work collaboratively and professionally with colleagues across the organization. 
  • Provide support and assistance to other Financial Crime units as and when necessary.  
  • Escalate issues immediately as appropriate

Qualifications
Experience, Skills and Qualifications  

  • Money Laundering investigations experience, ideally including transaction monitoring review
  • Experience in identifying activity suggesting Money Laundering (ML) or Counter Terrorist Financing (CTF) and other financial crime risks;
  • Experience in undertaking comprehensive review of customer activity and with the ability to draw inferences from noted behavior, including transactional profile, against expectation established from CDD data;
  • Good oral and written communication skills preferably with background in reporting writing;
  • Critical thinking skill;
  • Consistently achieve objectives set for them and take action to improve their own performance;
  • Strong organizational skills;
  • Collaborative working style with colleagues and broader stakeholders within a cross-border and Line of Business;
  • ACAMS or ICA ML/FCC qualifications preferred;
  • Universal banking/ Banking operations experience an advantage;
  • Prior regulatory or law enforcement investigations experience advantageous;
