Global Functions (GFs) play a vital role in supporting the bank’s Global Businesses and offer a broad range of career opportunities in areas from legal, risk and finance to human resources, sustainability, marketing and communications. Their operational and functional teams around the world help HSBC’s Global Businesses to operate efficiently and effectively on a day-to-day basis. They also focus on controls and governance to reduce risk and protect the Group’s reputation.

We are currently seeking a high calibre professional to join our team as a Regulatory Affair Manager

The role is a key risk management role including:

  • Staying abreast of internal and external events, including business strategy, and assessing impact on regulatory policy framework.
  • Act as a principal point of contact for internal and external stakeholders in Vietnam
  • Co-ordinating a consistent global approach to managing HBVN relationship with its regulators, and, in conjunction with Country Compliance team, ensuring timely reporting and disclosure of relevant information both to HBVN regulators and within the Group in relation to regulatory concerns and engagements.
  • Participate in (and influencing where possible) industry and regulator dialogue and agenda regarding emerging regulation.
  • Ensure ad-hoc and period requests on reports and data, information from regulators within Vietnam are appropriately cascaded, assigned with Risk Stewards, monitored and submitted and that there is ongoing monitoring and periodic reviews to verify that these requests are being followed and compliance risk is adequately managed.
  • Work with and provide counsel to, Country Compliance team to cascade and implement Global Compliance Policy and act as a subject matter expert for Compliance Projects at the Country level

Principal Accountabilities: 

Impact on the Business

  • Support logistics and materials for Regulatory Compliance, senior management and business on regulatory relationship matters including preparation of industry and regulatory dialogue.
  • Support and administer outreach programs with regulators and key financial services regulatory agencies across functions
  • Responsibility to execute regulatory change process to identify, distil and effectively communicate regulatory developments to stakeholders. 
  • Counsel the Compliance functions in managing all material compliance and reputational issues in the region 
  • Provide specialist expert support to the Region in respect of Global Projects and Regulators.
  • Use expertise and experience to drive Global policy implementation to the Vietnam.

Leadership and Teamwork

  • Provide assistance to the Compliance team in developing, setting and delivering the strategy for the Compliance unit for Holdings to provide leadership/ direction to the Regulatory Compliance function in Vietnam.
  • Help develop and implement training programs for management and their teams in Vietnam.

Operational Effectiveness & Control

  • Ensure Global Standards and practices are implemented for Holdings.
  • Provide oversight and management of Compliance Risk within Vietnam
  • Be creative/innovative in implementing policies and providing solutions to complex issues/ initiatives.
  • Ensure appropriate reporting of Compliance issues emanating within Holdings.



Qualifications
Certifications, Qualifications and Experience
The role holder will ideally have knowledge and experience in the following areas:
  • University degree holder in a related discipline.
  • Minimum 5 years of compliance, risk or regulatory experience within the financial services industry.
  • Fluent in English and Vietnamese.  
  • Familiar with regulatory of VNM, emerging issues and trends in financial services regulatory environment.
  • Excellent communication skills in English and Vietnamese with strong inter-personal and influencing skills.
  • Good working knowledge of financial services regulations, regulatory protocols and banking products, the general guidelines of SBV
  • Ability to manage internal and external high-level relationships with the SBV and to act as the Bank’s representative in the absence of Head of RC
  • Management skills
  • Possess sound analytical and presentation skills.
