We are currently seeking a high calibre professional to join our team as a Senior Project Manager.

Principal Responsibilities

Project Brief:

  • The role will be assigned to change initiatives within Securities Services Strategic Execution Regulatory, Tax and Mandatory (RTM) portfolio delivery team
  • The objective of the RTM portfolio within Securities Services Strategic Execution is to safeguard the Securities Services business globally and ensure we remain at all times within compliance requirements so we can continue to operate.  The composition of the portfolio is driven by changes either in (1) external regulatory and tax compliance requirements, or (2) by market driven change, or (3) by HSBC Group/GBM/SSv mandated programmes of work
  • In all instances these changes will typically impact the Securities Services business across multiple business sectors and product lines and/or countries and regions, and therefore require support from the central RTM Portfolio to co-ordinate, manage and implement the resultant cross-business change
  • Projects will usually involve the building of new business models in conjunction with Product, Technology, and Operations to support internal business or external market driven initiatives; re-structuring of existing business; and/or re-engineering initiatives driven by industry changes and internal projects / initiatives.  Effective liaison with Regulatory Compliance, Tax Compliance, Legal and Client Management functions is an integral component of most projects
  • A proven track record in the successful delivery of fast-paced, change initiatives is essential, along with experience in working with regulatory or tax compliance driven change.  Previous experience working with third party vendors and outsource providers will be advantageous. Developing and maintaining strong working relationships internally and with client contacts and third parties is a key component of the role, as is stakeholder management and the ability to communicate effectively across all levels of the organisation

Role Purpose:

  • The job-holder will carry out the programme management for a number of project or workstreams concurrently and / or may manage elements of a strategic programme managed by a Programme Manager.  The role is also designed to provide leadership and management, where required, to one or more project managers
  • The projects involve the management of multiple work streams and resources from within the mandatory change delivery team, as well as across the business sectors and technology change teams.  Developing and maintaining strong working relationships internally and with client contacts and third parties is therefore a key component of the role, as is stakeholder management and the ability to communicate effectively across all levels of the organisation.  
  • A primary objective is to ensure projects are delivered against plan within the timescales and to budget, highlighting and resolving issues as they arise.  Additionally, a consistent and professional approach to project management is essential with particular attention to the risk profile of the project delivery and the subsequent operational model
  • Immediate focus for this role will be on the Project Seagull, part of the SSv eMPF Programme. The MPFA -  Mandatory Provident Fund Schemes Association – aim to reshape the administrative models of MPF pension schemes and to standardise, streamline and automate them through the development of a centralised, electronic platform, eMPF.  This is an industry wide change that will fundamentally impact all Trustees of HK MPF’s.  There will be an impact on the SSv Fund Admin processes as they will have to change to interact with the new eMPF platform as various Trustee’s migrate their schemes to the new eMPF Platform.  The objective of Project Seagull is to assess the impact to the Fund Administration process of each Trustee go-live and respond to the changes to minimise disruption to the client servicing model, operational processes and technology architecture

Key Responsibilities:

  • To provide or support high quality project delivery services in line with the strategic objectives of the business
  • Programme/Project Set Up and Closure: Works with the business to define and agree project structure and benefits and to confirm that outputs and outcomes will support their realisation
  • Governance and Reporting: Creates, implements and operates within an appropriate governance framework which aligns to the wider Group governance framework
  • Planning and Finance: Defines detailed project delivery plan; drives progress against the project plan; understands, challenges and proactively manages the cost position; and acts to mitigate potential cost or time delays
  • Resource Management: Identifies and secures appropriate resources to work on the project; defines clear roles and responsibilities for all team members including specific responsibility for production of all deliverables
  • Stakeholder Management: Leads the management/delivery of change through establishing effective relationships with key stakeholders
  • To develop and maintain an excellent working relationship with business colleagues in support of project delivery
  • To identify and mitigate project risks with an objective of zero defects once business transferred to the live environment; in addition to manage and mitigate the impacts of issues where they arise
  • Dependent on assignment, to manage and develop a team of staff who are responsible for supporting and facilitating delivery of projects either within the Department or as a collective project team from across the business
  • Risk: Continuously evaluates programmes/projects for financial and people risk and regulatory compliance and takes appropriate steps to mitigate

Requirements

Required Qualifications, Knowledge & Experience: 

Qualifications:

  • A high quality degree level education is highly desirable
  • Securities Services Experience
  • Knowledge of Fund Administration processes
  • Understanding of Custody and Fund Management is desirable
  • Expert in Change Management
  • Expert in Project & Programme Methodology
  • A professional project management qualification or equivalent experience
  • Proven ability to operate and influence stakeholders at all levels
  • Excellent organisational skills, with credibility with senior stakeholders
  • Self-starter who can operate on own initiative.

Experience:

  • Significant demonstrable Project Management experience, with particular evidence of (1) successful delivery of complex regulatory or compliance change, and (2) ability to manage multiple workstreams or projects concurrently
  • Significant demonstrable experience in delivery of complex change within the Securities Services operating and control environment
  • Able to demonstrate elements of management and leadership of teams in previous role(s)
  • Knowledge of Investment Accounting, Custody and Fund Administration
  • Experience in business and process analysis and re-engineering
  • Self-motivated and able to work independently, and under own initiative with a sense of ownership and accountability
  • Experience of planning and delivery of business change initiatives through complete project life-cycle
  • Must be a strong communicator both verbal and written with a comprehensive understanding of content and context
  • Displays good presentation skills and can tailor communication methods for the audience, environment and setting
  • Ability to build and maintain highly effective working relationships with colleagues, clients and third parties
  • Good team building skills
  • Able to prioritise and manage conflicting demands
