The Opportunity:

  • This management role is responsible for testing Regulatory and Stress Testing systems/applications changes

The role is to:

  • Manage the test strategy for Regulatory & Stress testing systems/applications  
  • Lead testing role to ensure all the committed requirements are tested & delivered in compliance with BTF

What you’ll do:

  • Finalizing the test strategy for all the regulatory & stress testing changes
  • Ensuring test cases covers all the possible scenarios
  • Overall responsibility for Stakeholder management at all stages of planning and delivery of key phases of the workstreams.
  • Ensuring all the changes are tested in various cycles (functional testing, UAT, OAT)
  • Effective engagement model with downstream stakeholders (IFRS9, EOS, GES, RRA, GRA, Reg, other stakeholders using regulatory data)
  • Setup walkthrough sessions with the BAs, to ensure all the requirements are well understood before executing
  • Ensure delivery dashboards are published on a daily basis, with accurate status
  • Daily review of progress - assisting with defect resolution ensuring correct governance is followed
  • Assisting delivery manager to early identify potential weaknesses in the project delivery plans and mitigate accordingly.
  • Ensure that the team always has an adequate amount of prior prepared tasks to work on
  • Involve other product leads (product backlog owner, requirement design leads) at the various stages of testing cycle
  • Assess value, develop cases, and prioritize stories, epics and themes to ensure work focuses on those with maximum
  • value that are aligned with product strategy
  • Lead & drive the Functional testing, UAT calls
  • Effective engagement model with HOST to get the requisite build status of all the items in scope.
  • Provide an active role in mitigating impediments impacting successful team completion of Release/Sprint Goals
  • Keep abreast with Agile/Scrum best practices and new trends in our industry and beyond to create best in class service
  • Provide a robust management oversight to all identified programme risks relating to transition activities, ensuring adequate and robust mitigants.  Issue management to be strictly monitored and controlled through to satisfactory resolution.  All risks and issues to be managed to a constantly high standard, no adverse impact with any associated audits.
  • To engage, control, manage and deliver.

Operational Governance / Processes / Stakeholder Engagement

  • Drive a robust, structured governance framework, covering all activities within the role remit, at all levels, ensuring correct recording/documentation and meaningful escalation processes.
  • Introduce truly joined up processes, driven by a common goal, to ensure complete stakeholder engagement and sponsorship, ensuring rigid and common purpose for all initiatives.

Business Development / Cross Border Coordination

  • Manage initiatives to increase the use of GFOC locations through migrations of existing processes & tasks as well as build to operate for new activities
  • We are currently seeking an ambitious individual to join this team in the role of "AVP – Test Lead for Reg. & Stress Testing Systems – HSBC Electronic Data processing ltd", In this role, you will: 

Major Challenges include:

  • Constantly changing priorities due to market forces influencing external reporting requirements.
  • Ensure Operational developments are in line with Group Strategy.
  • Ensure that all support and BAU project-related costs and benefits have been sufficiently challenged and finalised at early stages of the change cycle.
  • Ensure sufficient buy-in and budgetary sign-off by all required parties.
  • Ensure that discipline is maintained during the change life cycle, including careful planning, effective meetings/ communication to stakeholders at all levels. 
  • Ensure cost control throughout programme lifecycle and ongoing BAU charges.
  • Final management of business sign-off is essential, followed by continued user support and benefit realisation to ensure achievements are acknowledged – prepare for the future, learn from the past.
  • Ensure effective leadership and guidance of team, as well as virtual teams.
  • Strong relationship required with all Customers and Stakeholders.

Role Context (The environment and operating conditions of the role including the extent of guidance and authority)

  • The role holder will have experience at operating as a workstream lead within a banking and technical environment, familiar with leading and managing solutions delivery and supporting operational systems.
  • A key element of this role is to manage senior relationships in the business for all change related to multiple business initiatives in the Finance function
  • The role holder will have full oversight of such change
  • The jobholder will have to lead, influence, motivate and guide a team including ‘virtual’ teams situated overseas in multiple locations.
  • Key relationships with team members/Group/Regional/Finance Teams/Risk Teams/IT/GFC are essential.
  • Consistently apply Group Strategy/standards making optimum use of Group resources.
  • The jobholder is responsible for the completion of assigned tasks, thorough follow-up through of change delivery. Also has the responsibility to lead staff in their roles for analysis, design and implementation of design solutions to problems as they arise.

Management of Risk (Operational Risk / FIM requirements)

  • The jobholder will also continually reassess the operational risks associated with the role and inherent in the business, taking account of changing economic or market conditions, legal and regulatory requirements, operating procedures and practices, management restructurings, and the impact of new technology.
  • This will be achieved by ensuring all actions take account of the likelihood of operational risk occurring.
  • Also by addressing any areas of concern in conjunction with line management and/or the appropriate department
  • Strict Governance will be observed in accordance with FIM standards.
  • Operational risk will be managed in accordance with the Group’s strategic project life cycle methodology, BTF (Business Transformation Framework) and all GF standards.

Observation of Internal Controls (Compliance Policy / FIM requirements)

  • The jobholder will also adhere to and be able to demonstrate adherence to internal controls. This will be achieved by adherence to all relevant procedures, keeping appropriate records and, where appropriate, by the timely implementation of internal and external audit points, including issues raised by external regulators.
  • The jobholder will implement the Group compliance policy by containing compliance risk in liaison with Global Head of Compliance, Global Compliance Officer, Area Compliance Officer or Local Compliance Officer. The term ‘compliance’ embraces all relevant financial services laws, rules and codes with which the business has to comply.
  • This will be achieved by adhering to all relevant processes/procedures and by liaising with Compliance department about new business initiatives at the earliest opportunity. Also and when applicable, by ensuring adequate resources are in place and training is provided, fostering a compliance culture and optimising relations with regulators.

Role Dimensions (e.g. balance sheet size, lending/expenditure limits, size/volume of transactions, budget. in USD’000)

  • The Reg and Stress Change programmes is an initiative to build a new end-to-end RWA production capability, delivering stream-lined processes, centralised production, a new data platform, globally standardised calculation engines, and significantly enhanced analytics capability.  
  • The programme will drive increased transparency and Business use of RWA data, and provide Businesses with tools to manage RWAs on a timely and granular basis, as well as enhancing data production for regulatory reporting.  Key benefits include:
  • Enhanced RWA management capability via provision of an enterprise-wide granular golden source of RWAs, including the capability to analyse business, customer and product level RWAs and provision of daily RWA reporting.
  • A stream-lined production process with shortened cycle times compared to current state (quarterly timelines reduced from 50 WD to a target of 8 to12 WD).
  • Significantly improved data quality, including targeting a 90%+ reduction in manual adjustments in the RWA production process and sustainable RWA saves (such as effective maturity) being embedded into the calculation process.
  • Significant cost savings in the RTB production process resulting from automation and streamlining.  The jobholder will be expect to liaise and engage with senior management within IT and GFC to ensure best value is obtained with regard all change activity and that BAU support is rigorously challenged at all times.

What you will need to succeed in the role:

  • Strong leadership skills within a multi-disciplinary environment, able to operate in both a Finance, Risk and Technical environment in a credible manner.
  • A complete understanding of the Group’s operations, structure and Lines of Business.
  • A sound understanding of product and customer groups monthly/daily reporting/processing requirements.
  • A detailed appreciation of the Group’s Finance processes for internal and external reporting.
  • A detailed appreciation of other Group systems how they all interact.
  • Sound appreciation of Accounting, Regulatory and Management Information principles.
  • A complete understanding of Project Management together with the bank’s current system development life cycle.
  • Sound people management skills.
  • A detailed appreciation of the full Reg.  / GST programmes of work.
