The Associate Director, Software Engineering Specialist will work closely with CTO enablement Infrastructure department, OceanBase team in Shanghai, to ensure that CTO solutions are aligned with the bank's overall strategy, and that the market’s CTO needs are met. This will require an understanding and close interaction with regulators along with business stakeholders in the market. The CTO enablement Infrastructure department supports China IT open platform infrastructure in three local datacenters, providing end to end support not only on strong capability but also resilience to fulfill China business growth.
The Opportunity:
The Associate Director, Software Engineering Specialist will be responsible for the effective running of CTO IT solutions in China. It is a member of RTB (Run The Bank) team following the Site Reliability Engineering (SRE) model and aiming to provide support for Oracle product. Oracle team members should target to setup Oracle servers, post configuration, product upgrade/patching, performance tuning, perform troubleshooting activities and develop script for Oracle maintenance. Additionally, in case of any emergency, the senior technical analyst shall help perform Incident resolution, problem determination and root cause analysis in accordance with Service Level Agreements.
This role will report functionally to the Head of Oracle in RTB team, and will work to ensure world class technology solutions that enable business success in our China entities. This will include ensuring direct and consumed services meet business and regulatory needs.
The person in this role will be commercially astute, an excellent communicator and able to partner strongly with executive level IT and business stakeholders (network team, infra team, users, etc.) and regulators. They will work with business leaders to define technology strategies, create new solutions and drive a culture of continuous improvement. They will also be partnering with other COO and IT counterparts, at various executive levels of the organization including regional and in-country leadership (CEO, COO, CIO).
What you’ll do:
Core Banking System Database Management
- Oversee the end-to-end lifecycle management of Oracle databases supporting critical banking systems (e.g., payment clearing, customer accounts, risk control, regulatory reporting), ensuring 24x7 high availability (SLA 99.999%+) through architecture design, deployment, monitoring, backup/recovery, and version upgrades.
- Lead Oracle RAC cluster architecture design and performance tuning, resolving node resource contention, Cache Fusion lock competition, cross-instance transaction latency, and optimizing cluster throughput and scalability.
- Implement Data Guard physical/logical standby solutions with Fast-Start Failover (FSFO) for sub-second automated failover. Conduct regular disaster recovery drills to achieve RPO and RTO.
- Manage Oracle Exadata environments, optimizing storage cell resource planning for hybrid OLTP/OLAP workloads, leveraging Smart Scan and Hybrid Columnar Compression to enhance query performance.
High Availability Architecture & Performance Optimization
- Perform deep SQL optimization using SQL Trace, AWR/ASH reports, and SQL Monitor to diagnose bottlenecks. Design indexing strategies, materialized views, and partitioning schemes to minimize full-table scans and lock contention.
- Develop elastic scaling solutions for banking peak loads (e.g., quarterly interest accrual, bulk payments), leveraging Transparent Application Continuity (TAC) for seamless session failover and transaction continuity.
- Establish capacity planning models to forecast storage, CPU, and IOPS requirements based on historical trends and business needs. Design cost-effective scaling strategies (e.g., Oracle DBaaS elasticity)。
Cloud Migration & Compliance Governance
- Drive Oracle cloud migration initiatives, designing hybrid architectures with Oracle Cloud@Customer (C@C) or DBaaS, optimizing cross-cloud network latency and data synchronization.
- Enforce database security policies, including Transparent Data Encryption (TDE), Database Vault privilege isolation, and RMAN encrypted backups, ensuring compliance with global regulatory standards.
- Maintain object naming conventions and audit development team DDL scripts to eliminate performance/security risks (e.g., raw table operations, redundant indexes).
Please be noted that this position carries potential consequence management from regulator in case of significant system outage lead to business impact or violation of regulations
Technical Expertise
- 10+ years as Oracle DBA, 5+ years in financial core systems. Expert in Oracle 12c/19c/23i architecture (Buffer Cache, Undo/Redo, ASH/ADDM).
- Proficient in RAC troubleshooting (split-brain resolution, node eviction, ) and OCR/Voting Disk disaster protection.
- Hands-on experience with Data Guard Broker, FSFO, Active Data Guard, and Rolling Upgrades.
- Skilled in SQLT, AWR, and SQL Monitor to resolve enq: TX lock contention, latch competition, and I/O bottlenecks.
- Optimized Exadata Smart Scan, storage indexes, and data compression strategies.
- Experience with Oracle Cloud@Customer or DBaaS deployments, integrating cloud backup/monitoring/KMS.
- Proficient in Shell/Python scripting for automated backups, stats collection, and log analysis.
Banking Domain Knowledge
- Deep understanding of banking transaction patterns (ACID compliance, high-frequency payments, batch processing) and ability to anticipate database stress scenarios.
- Familiarity with financial regulations to ensure audit-compliant database designs.
Soft Skills
- Resilience & Adaptability: Proven track record resolving critical outages (e.g., RAC node failures causing global transaction blocks) within 30 minutes.
- Coordination & Ownership: Experience in multi-timezone collaboration and driving cross-departmental initiatives.
- Communication & Documentation: Fluent English able to draft technical proposals and present risks to global stakeholders.
What additional skills will be good to have?
- Oracle OCM, Exadata Implementation Specialist certifications.
- Experience in core banking system migration (e.g., Oracle to distributed databases).
- Experience with other mainstream databases such as MongoDB, Mysql, PostgreSQL etc.
- Familiarity with other domestic databases (such as OceanBase ,TiDB, PolarDB, TDSQL).
Candidate with less relevant experience or skills may be offered a lower Global Career Band than stated above.
