The Group Chief Information Office (GCIO) Chief Operating Office (COO) team has aligned teams for each of the Global Business and Global Functions. This role is part of the GCIO aligned COO Portfolio & Accountability Management team. 


The role holder will be accountable for the overall delivery of strategic portfolio outcomes supporting business vision and purpose through complex and global change programmes, establishing and maintaining an effective governance and oversight capability including portfolio steering meetings, working groups and clear escalation paths through to the GBGF CIO.


What you’ll do
    • Oversee the delivery backlogs, ensure Business are represented at all levels of prioritisation (e.g. Release, Sprint) to maintain focus on customer value. 
    • Work closely with Business teams to ensure technology deliverables are funded, resourced and prioritised (e.g. to align value stream capacity and demand) including through the transition into BAU and to provide complementary specialist technical governance (e.g. quality of delivery, threats, use of change tools, alignment of delivery plan to business readiness capacity).
    • Ensure that the GBGF Ops Director and the GBGF CIO are fully briefed of programme statuses and issues to support Group CIO meetings. Drive thematic analysis across the GBGF Risks and Issues to drive an executive summary of corrective actions required. 
    • Drive the appropriate use of the execution effectiveness tooling and processes where GBGF programmes have been triggered. Oversee technology inputs and engagements to Business Cases completion and submission across [GBGF] and ensure adherence to group standards.
    • Hold programme delivery managers to account through challenge sessions to ensure issues are remediated quickly and efficiently. Actively seek early warning indicators that programmes may be going off-track and determine appropriate resolution paths.  Establish strong collaboration with 2LOD and 3LOD through regular meetings to ensure programme execution expectations are aligned.
    • Perform quality assurance on the tracking and oversight of technical delivery through application of the bank’s change execution controls, leveraging data and automation.
    • Provide central PAM team with status updates to facilitate GCIO reporting and escalate issues requiring management attention at GCIO ExCo. Regularly review and report upon thematic RAID across the GBGF, analysing for risk impacting the CIO and wider PAM community; and raise Helios issues and MSIIs where appropriate. Collaborate with the central PAM team to adopt best practices and tooling and seek to build out the PAM community and support the PAM Lead to ensure delivery of Strategic and Delivery Business Cases required for [GBGF] in collaboration with the business.
    • Ensure successful NFR & CIA completion across all portfolio initiatives where applicable.
    • Be an active and engaged member of the GCIO Ops Director leadership team. Lead and manage GCIO Portfolio & Accountability Management Delivery team. Develop and maintain long term relationships with highly critical stakeholders, internally and externally. 


What you need to have to succeed in this role
    • Proven track record of executive leadership in technology management roles within the financial services industry, preferably within multinational banks.  Deep financial and commercial awareness. 
    • Strong understanding of technology operational management requirements for banks and knowledge of the external environment - regulatory, political, competitor and market. Ability to translate technology strategy and align and manage accountabilities accordingly. 
    • Demonstrable experience in managing significant financial and resource plans, organizational transformation, and project portfolio management, with a track record of driving results in complex, matrixed organisations.
    • Strong analytical and problem-solving skills, with the ability to synthesize complex information and make data-driven decisions to drive business outcomes. 
    • Ability to manage and mitigate operational risk effectively. 
    • Maintains expert knowledge of stakeholder requirements, competitor activities and market trends to influence future direction.
    • Excellent commercial awareness and proven ability to develop multi-year business cases worth over $100m with strong benefit validation to support transformation and fast paced business responses to emerging threats and opportunities.
