We are currently seeking a high calibre professional to join our team as a Head of Business Financial Crime Risk.

Role Purpose

This role reports into Head of Business Risk, Commercial Banking, Hong Kong The job holder has substantial autonomy and accountability for the successful delivery of managing all financial crime typologies, including Sanctions, Money Laundering, Fraud, Bribery & Corruption and Tax Evasion attributed to our customers and associated persons across the Hong Kong Commercial Banking business. The role holder will also be responsible for the management and oversight of these risks across China Business Banking and Macau Commercial Banking.

The role holder will:

  • Work closely with global, regional and country colleagues in both the first and second lines to help the business better manage its financial crime and fraud risks, including identification of trends impacting the business, key emerging risks and regulatory initiatives
  • Drive the adoption and implementation of global policy and procedural standards within region  
  • Drive innovation and change to support Hong Kong Commercial Banking, tracking delivery, increasing automation, streamlining, minimising cost and keeping the needs of the customer at the centre of all decision-making
  • Closely review and monitor key performance metrics to ensure risks remain within appetite, escalating appropriately where early warning signs of potential challenges become apparent
  • Promote a strong FCR compliance culture throughout CMB through senior leadership, communication, behaviour and action encouraging integrity in managing FCR 

Principal Accountabilities:

Impact on the Business/Function

  • Identification and mitigation of financial crime and fraud risks within the businesses’ portfolio and alignment with Client Servicing to ensure processes during the client lifecycle are effective and efficient 
  • Oversight and management of the governance framework.  Timely and accurate reporting and escalation of residual risk levels
  • Input to new processes and procedures, leveraging technology and data capabilities to proactively identify risk within the business portfolio
  • Lead an effective and efficient BFCR and Fraud team, continually balancing operating capability with cost and compliance  
  • Develop a robust communications strategy supporting the awareness of the various risk typologies, better equipping front line staff to identify, mitigate and escalate risks
  • Lead the implementation of processes and procedures, managing risk activity in liaison with the country risk teams, agreeing any local exceptions with relevant Risk Functions and Heads of Service Providers 

Customers / Stakeholders

  • Manage key relationships with internal and external stakeholders, developing and maintaining strong working relationships with:
  • Internal: Colleagues across CMB Business Risk, CMB Client Servicing, Counterparts in CIB, Risk Stewards, local COO and local EXCO
  • External: Regulators, industry bodies and vendors
  • Build a positive risk and compliance culture through communication and education
  • Ensure priority change is driven forward with pace, whilst setting and managing realistic expectations which may lead to difficult conversations
  • Be flexible and adaptable in an environment of constantly changing priorities, challenging bureaucracy and staying true to the values and strategy of CMB
  • Act as the point of contact for Financial Crime Risk and Fraud for Business Colleagues, Risk Stewards and Internal Audit 

Leadership & Teamwork

  • Act as an active and engaged member of the CMB Business Risk leadership team, supporting the effective management of the business 
  • Collaborate effectively with peers in the Countries / Regions / Global Businesses
  • Build a strong network of SMEs, skilled across all relevant disciplines   
  • Lead the Financial Crime and Fraud People Agenda across the country risk community, including succession planning, talent management, performance management, employee development and improving employee engagement for those in the team
  • Recruit and develop a future top talent pool for Financial Crime Risk management  

Operational Effectiveness & Control

  • Leverage the appropriate governance landscape for CMB and oversee comprehensive and consistent risk reporting to relevant committees and governance boards, ensuring governance is clear and effective 
  • Ensure robust processes are in place to deliver on regulatory and management reporting requirements 
  • Lead periodic review and assessment of Risk & Control Assessments which form the basis of Internal Control Monitoring Plans, together with leveraging EWRA outputs to identify key risk themes
Requisitos

Knowledge and Experience

This is a complex role for which the role holder will need: 

  • Thorough understanding of HSBC Group structures, values, behaviours, processes and Risk management objectives; 
  • Strong knowledge and understanding of financial crime and fraud requirements within country/Region and Global (regulatory, political, economic and market) 
  • Outstanding relationship management, interpersonal, communication skills; the ability to negotiate and influence across networks of matrixed stakeholders; 
  • Experience of operating in an environment of constantly changing priorities, challenging bureaucracy and staying true to the values and strategy of the Group; 
  • Ability to drive change forward with pace, whilst setting and managing realistic expectations, often requiring critical upfront challenge; 
  • Balanced delivery approach ensuring CMB COO agenda remains aligned to the strategic goals and objectives of the front line business, focused on customer outcomes and realising value; 
  • Demonstrated experience in management and control of multiple complex local and global programmes/business transformation which have ambitious goals and high change requirements; 
  • Demonstrated knowledge of data, technology development and infrastructure and how this can be used to meet business needs; 
  • Outstanding prioritisation and control skills, with ability to critically review and acknowledge when and how to re-prioritise, mitigate or escalate; 
  • Extensive organisational and planning skills in order to cope with multiple large-scale responsibilities; 
  • Well-developed knowledge of operational, non-financial risk and control framework management
  • Evidence of effective execution of goals and delivery of clear results;
  • To have held a senior country/regional/global leadership position and ideally to have experience in operational, transformational and non-financial risk management
