Role Purpose
Reporting to the Chief Risk and Compliance Officer (CRCO) for CIB & HBEU this is a key leadership role, within Risk and Compliance function, providing a dedicated, strategic support and accountability for the operational delivery of the Risk and Compliance function in CIB & HBEU including the Centres of Excellence (CoE).
Accountable to the Chief Risk and Compliance Officer (CRCO) for the operational delivery of the CIB & HBEU function including people strategy and resourcing, financial cost control and planning, strategy and global & regional construct/structure and organisational design.
Provide leadership and oversight around the strategy and design of the Risk & Compliance operating model within CIB & HBEU including leading sensitive programmes and oversight of function wide effectiveness programmes.
Acting as a confidante and trusted advisor to the Chief Risk and Compliance Officer, the role requires facilitating strategic decisions, mediating and aligning across senior Global Business (GB), Global Functions (GF) and other infrastructure partners colleagues, mitigating risks and issues as they arise.
Risk and Compliance is a Second Line of Defence (LOD) function, responsible for reviewing and challenging the activities of the Group’s businesses (also referred to as ‘the First LOD’) to ensure that they effectively manage as ‘Risk Owners’ the risks inherent in or arising from the conduct of their activities and for which they are responsible. The Second LOD consists of 'Risk Stewards' who are independent of the commercial risk-taking activities undertaken by the First LOD. The Risk and Compliance function is a Risk Steward for a number of financial and non-financial risks in accordance with HSBC Group’s risk framework.
Principal Accountabilities
- Manage the general day-to-day operational requirements, including people strategy and resourcing, financial cost control and planning, governance, strategy and regional construct/structure;
- Develop/manage the function/programme’s governance, control structures and performance scorecards (KPIs) to ensure project milestones, budgets, resources and employee engagement aspirations are met, implementing mitigating actions as appropriate;
- Oversee and manage internal governance and programme frameworks (committees/meetings, actions and submissions);
- Act as a key strategic partner and contact point to DBS sub-functions providing services to Risk and Compliance; whilst ensuring performance metrics are met for service provision
- Ensure strong collaboration with Global Business (GB), Global Functions (GF) and other infrastructure teams to mobilise initiatives requiring cross functional input;
- Facilitate strategic decisions, mediating and aligning across our senior GB/GF/other infrastructure colleagues;
- Engage with functional stakeholders (e.g. Human Resources, Information Technology, Finance), Product Partners and the other Global Businesses to ensure progression against plans; and
- Provide leadership and oversight around the strategy and design of the construct, including designing and leading sensitive programmes;
- Support/implement the continuing development or transformation of the function’s operating model to ensure the business operates increasingly effectively and efficiently and is able to deliver HSBC's strategic goals;
- Translate ‘blue sky’ vision into practical deployment, digesting the full landscape on issues and programmes, consolidating outputs and design thinking into relevant presentations and briefings;
- Investigating and remedying issues as they arise which could have an adverse effect on the function;
- Ensure all key stakeholders are informed on projects as appropriate, e.g. via appropriate governance forums;
- Embed the function’s vision and values, to inspire and engage people to create an inclusive, high performing and execution-centric culture;
- Act as an interaction point with Risk and Compliance sub-functional areas
- Ensure effective communication of strategy, objectives and other function priorities across the team.

Functional Knowledge

- Demonstrated GB/GF business knowledge
