Global Risk is a thriving and expert risk management function supporting HSBC globally with all aspects of risk management. The team actively manages a varied and dynamic range of risk types, including security, fraud, information security, contingency, geopolitical, operational, credit, pension, insurance, market and reputation risks. All parts of the Global Risk team use their skills, insight and integrity to handle established threats and those they see emerging, acting to protect and enable HSBC to deliver sustainable growth.
We are currently seeking an experienced individual to join our Risk and Compliance function in the role of Head of Traded and Treasury Risk Singapore and ASEAN.
Role purpose
- Lead the Traded & Treasury Risk (TTRM) team for Singapore and ASEAN, SLOD for Market Risk (MR), Counterparty Credit Risk (CCR), Liquidity Risk, Capital Risk, IRRBB, Recovery / Resolution Risk. Setting risk appetite and limits, reviewing and challenging new products, monitoring and analysis of the risks (even when under limits), escalation to the Regional Head of Traded & Treasury Risk, CRCO and relevant committees of any concerns. Provide effective challenge to the FLOD on their risk management activity.
- Responsible for the reporting of MR and CCR risks. Liaise with Regulators and Rating Agencies and represent Traded & Treasury Risk on selective committees. Have a constructive relationship with the GRA team responsible for the Traded Risk models where appropriate.
- This role will be the named Risk Steward in country whilst risk stewardship activities may be provided and supported by Region (currently in place for Treasury and Traded Risk). As such this role will be the accountable for ensuring that there is oversight harmony with respect to the individual TTRM risk classes and will ensure that these risks are being managed in line with regulatory standards/requirements. To achieve this the role will leverage the support of regional TTRM SME’s.
- The role holder manages a local team in Singapore and work together with regional risk team. As a local risk steward for Singapore, the role holder is responsible for the aforementioned activities to the local senior stakeholders and is involved in providing constructive challenge through detailed understanding of the businesses, their strategies, regulation, commercial and risk drivers.
- The role involves considerable interaction with senior HSBC management, the Board (for the sub) and Senior officer outside Singapore (for the branch) and local regulator.
- The role holder also serves as a key leadership role to provide oversight on the consistent application of TTRM framework and drive best practice sharing across ASEAN markets. The role also serves as an escalation channel and provide counsel and advice as well as having review and challenge with respective market teams.
- The role holder must be proactive in leveraging resources in the ASEAN region in order to manage the Traded & Treasury risk profile appropriately. Additionally the role holder will be responsible for updating the ASEAN Head of MSS (located in Singapore) on all relevant Traded & Treasury risk matters. In order to achieve this it is expected the role holder will proactively build relationships with team members in the wider AP region, regardless of whether a direct reporting line exists to the ASEAN Head of Traded & Treasury risk.
- The role will be accountable for ensuring that Resolution and Recovery regulations are appropriately implemented and overseen and in line with CPS190 and CPS900.
Principal Accountabilities and Responsibilities
- Lead the implementation of the prudent traded & treasury risk policies and manage traded & treasury risk activities.
- Oversee the implementation and ongoing effectiveness of traded & treasury risk management and associated procedures and controls, including the assessment of vulnerabilities through stress-testing and scenario analysis.
- Proactively identify, assess, and provide a forward-looking view on top and emerging risks and issues, developing mitigating strategies where necessary.
- Provide independent input and challenge to first line of defense (FLOD) to define the overall risk appetite.
- Act as the local point of contact on local traded & treasury risk issues.
- Provide input from a traded & treasury risk perspective to help shape the business strategy and ensure new initiatives and changes to the business operating model are appropriately considered.
- Support the business in the achievement of sustainable growth aspirations, by enabling the business to take traded & treasury risk appropriately.
Functional Knowledge, Experience and Skills
Experience
- Working across all levels of the organization to understand cross-functional linkages and interdependencies, as well as the implications of risk at both a strategic level and at the business unit level.
- Exposure to demanding operational environments to drive effective risk management.
- Good knowledge of derivative markets, Treasury products and relevant traded markets.
- Has developed a high level of professional competence which helps to determine solutions around appropriate risk measures, risk processes, risk monitoring and management.
- Good understanding of other areas e.g., Credit, Finance, Accounting, Operational, Legal, etc.
Skills
- Understands the strategies of the MSS and Treasury business lines and demonstrate deep business knowledge.
- Understand and interpret complex business requirements.
- Ability to form effective relationships and achieve influence at the most senior level in the organization.
- Communication and interpersonal skills, including the capacity to articulate the case for risk management in the language of business.
- Strong leadership and management ability including ability to lead change, and to develop and retain critical talent.
- Proven ability to prioritize competing demands.
- Strong understanding of global financial markets and products.
- Extensive knowledge and experience of balance sheet, income statement dynamics and liquidity issues.
- Strong knowledge of risk-related regulations, their application/impact in the banking industry with a specific understanding of monetary policy as well as key capital and liquidity regulations.
- Experience of Traded & Treasury Management at a financial institution (first or second line).
- Proven ability to prioritize competing demands.
