We are currently seeking a high calibre professional to join our team as Senior Manager, Business Regulatory Risk and Control Office, China Business Banking

In this role, you will:

The Senior Manager, Business Regulatory Risk & Control Office, China Business Banking leads the risk and control oversight function for China Business Banking, a part of the HK CMB Pillar. As a result, the role holder is accountable for driving and implementing a consistent, effective, forward-looking and future focused approach to end-to-end risk management related to business regulatory risk area and an effective oversight on effectiveness of controls for China Business Banking.

This includes defining and implementing a healthy, robust governance framework in the interest of fair conduct outcomes for customers and compliance with the needs of internal and external stakeholders across the key business risk areas of Conduct, Product Governance, Regulatory Transformation and Service Recovery and provision of robust oversight and execution towards implementation and maintenance of principles and practices related to the Risk Management Framework (RMF), management of owned and outsourced controls, issues management and developing a robust risk culture within the corporate banking area across all risks and controls managed by First Line of Defence. 

The role holder will support Business Banking China management in driving the regulatory risk and non-financial risk agenda across Business Banking in China and overall compliance with framework requirements and controls management.

Business Regulatory Risk

·       Be the subject matter expert, liaising with diverse stakeholders across the Bank to execute initiatives related to product governance and conduct framework risks. Provide advice and guidance to China Business Banking on the following matters (but not limited to): sales suitability, product governance, regulatory reporting, cross-border issues, US person considerations, customer tax, and legal risks. Support delivery and implementation of any new initiatives under these topics.

·       To engage with Risk Stewards and Business teams to facilitate emerging / new regulations delivery and to create a holistic view for the business on regulatory landscape

·       Establish and manage robust oversight including the reporting of conduct and risk related metrics to support the management of conduct and business risks, ensuring issues are identified, assessed, managed and monitored at respective governance Forums

·       Support China Business Banking in the conduct and risk awareness culture addressing key topics (but not limited to) such as e-communications policy, information security and data privacy, clear desk and system access management, sales suitability, vulnerable customers, product and pricing governance, customer complaint handling, personal account dealing, information control, gifts and entertainment, cross-border activities, incident escalation, and the speak-up culture.

·       Assist in internal First or Second Line of Defence reviews, regulatory audits etc

Operational Effectiveness and Controls

·       Identify and pro-actively manage current and emerging risks related to changes to services/products, processes and systems delivered or impacting Business Banking

·       Assess conduct, product, and regulatory issues raised through CCM (Continuous Control Monitoring), MSII (Management Self-identified Issue), 2LOD and 3LOD, and track the action ownership and completion timeline

·       Provide oversight to risk management/audit/control governance and assurance matters (including business continuity management activities)

·       Oversee the production of risk and control management reports and articulate the findings and recommendations to relevant senior audiences in HK Business and HBCN

·       Educate China Business Banking team on risk management and implementation or / responsibilities under the Risk Management Framework

·       Facilitate operational events, issues and actions management processes and ensure any remediation activities are completed in an effective and timely manner

·       Ensure complete end-to-end risk and control coverage for China Business Banking

Customer/Stakeholders

·       Ensure only appropriate products are provided to customers to align to their needs and rationalise the product portfolio for our customers and front-line colleagues

·       Support Country Head of Business Banking for China in ensuring the appropriate conduct and Non-financial risk and control structure is in place and that risks that have been highlighted are managed appropriately

·       Establish and manage relationships with key Risk Stewards and stakeholders to deliver fit for purpose governance framework. Work with Global, Country Business, HK Business and Risk Functions to embed appropriate governance and controls

Management and Oversight

·       Act as a senior leader in assisting in driving coordination and execution of risk management activities across China Business Banking

·       Drive explicit examples of initiatives aimed at raising standards of Conduct within the business

·       Drive evidence of continuous improvements in the delivery of fair outcomes and market integrity

·       Drive ongoing training and communication initiatives aimed at raising awareness and standards for staff on conduct related matters

·       Maintain regular interaction with appropriate HBCN / CIB internal colleagues

·       Oversee and coordinate the effective monitoring of conduct risk, services and processes against agreed group/divisional standards and external requirements

·       Ensure the conduct risk and product governance framework is clear, fit for purpose and executed as defined, and that escalation paths are adequate and effective

Requisitos

To be successful in the role, you should meet the following requirements:

1.    Bachelor degree or above(recognized by the state).

Qualifications

·       An undergraduate or post-graduate degree in Accounting, Business Administration, Finance, Risk Management or related field

 

Knowledge and Capabilities

·       Previous experience in non-financial risk management within a global organization

·       Good experience working with Commercial Banking/Global Banking, preferably with solid Credit & Lending knowledge

·       Experience in supporting Resilience Risk (eg. Business Recovery, Cyber Security Risk) or Regulatory Risk programs would be an added advantage

·       Strong knowledge of external environment (risk, regulatory, political, competitors etc.)

 

Experience

·       8 – 10 years of banking industry experience in senior position/s with exposure in Non-Financial Risk Management, Risk Management Governance, Operational Risk, Audit or Risk Stewardship roles.

·       Prior experience of working in a global matrixed organisation is preferred

·       Ability to present complex issues confidently and concisely to key stakeholders using simple language and accommodating globally distributed stakeholders.

·       Competent decision-maker, making considered and timely decisions, particularly when under high pressure.

·       Ability to identify, assess and communicate the need for risk management intervention in complex, fast paced environments.

·       Ability to influence without direct management authority.

·       HELIOS proficiency

·       High level of drive and self-motivation to ensure delivery of a broad range of outputs simultaneously in a matrix environment, work without supervision

·       Sound relationship management, collaboration and influencing skills with experience of positive, challenging interactions with senior executives across multiple functions

·       Ability to use initiative to resolve issues, whilst dealing with a diverse range of stakeholders and team members, distributed across functions and locations

·       Experience of building and maintaining strong working relationships across a globally distributed matrix organization
