We are currently seeking an experienced professional to join our team in the role of Manager, Compliance Advisory, WPB.

Principal responsibilities

The Risk and Compliance function is a Second line of defence (LOD) function, primiarily responsible for reviewing, advising and challenging the activities of the Group’s businesses (also referred to as “the First LOD”) to ensure that they effectively manage as “Risk Owners” the Regulatory Compliance (RC) risks  inherent in or arising from the conduct of their activities and for which they are responsible. The Second LOD consists of 'Risk Stewards' who are independent of the commercial risk-taking activities undertaken by the First LOD. The Risk and Compliance function is a Risk Steward for a number of non-financial risks in accordance with HSBC Group’s risk framework.

The responsibilities of the Manager, Compliance Advisory, will be to assist the onshore AMH WPB Compliance Advisory team in, but not limited to, the following areas:

  • Support the onshore Compliance Advisory team in driving strategic initiatives and maintain oversight & governance across the activities carried out by the Wealth & Personal Banking (WPB) in Hong Kong and ASP
  • Provide timely and reliable support to assist onshore Compliance advisory team to effectively review and manage regulatory compliance risks in Hong Kong and ASP
  • Support in delivering an effective reporting and oversight capability at country level which enables the Compliance team to deliver oversight to relevant governance committees
  • Collaborate with the onshore Compliance Advisory team to ensure compliance with all relevant external regulatory requirements and internal codes and policies and good market practice, while ensuring compliance with Global Standards
  • Collaborate with the onshore Compliance Advisory team in delivering the Compliance Oversight Plan, Risk & Control Assessment, Issue & Action Management, Control and Monitoring Plan Oversight Review
  • Extract MIs and coordinate with the stakeholders to prepare regular reporting for various governance forums
  • Review with the stakeholders on inconsistent input or overdue issues
  • Handling of administrative enquiries

Impact on the Business / Function

  • To promote and sustain a risk-management culture in alignment with Compliance's role covering both RC risk in GSC as the second line of defense.
  • To provide advice and guidance which enables the onshore Business RC to manage compliance risk effectively, and to escalate more complex queries in a timely and seamless manner.
  • To proactively identify and support in the management of significant new or emerging risks, and their potential impact on HSBC.
  • To track the resolution of subsequent risk management actions as appropriate.
  • Defining and adopting best practice through collaborating with our key business partners to enable the highest operational standards.

Customers / Stakeholders

  • Work / Liaison closely with relevant stakeholders in their respective onshore Businesses and Functional teams to provide expertise and support on all RCrelated matters.
  • Build strong relationships, adopting a joined up approach, to execute processes at pace and with minimum conflict
  • Ensure that the business operates using accepted industry – standard methodologies, practices, processes and principles
  • Ensure the appropriate timely and relevant risk information is provided to onshore

  • Resolve any identified issues promptly, and escalate concerns as appropriate to ensure timely awareness of any material concerns.
  • Maintain and observe all HSBC control standards and implement and observe the Group Compliance Policy.
  • Consistently apply policy and governance frameworks, procedures, practices and standards to ensure quality, effective regulatory compliance advice and guidance.
  • Support the continuing development, implementation and improvement of the processes, capabilities, capacity and infrastructure needed to effectively manage RC risks in a changing environment.
  • Maintain awareness of operational risk within assigned portfolio and minimize the likelihood of it occurring.
Requirements

Knowledge and Capability

  • Candidates with a range of skills and experiences will be considered, with the following particularly desirable:
  • Sound knowledge in banking retail and wealth products is preferred.
  • Excellent written and verbal communication skills in English.
  • Delivery-focused with attention to detail and ensure tasks are completed on time and to the required levels of quality.
  • Strong interpersonal skills, coupled with the ability to succeed within a matrix management structure and build and maintain team relationships.
  • Able to work independently, proactively and under pressure against multiple deadlines.

Qualifications / Experience

  • Seasoned professional with experience in Compliance roles, Governance or Oversight of function in Compliance.
  • Significant experience in the financial services industry, preferably within a large financial institution.
  • Proven ability to manage multiple issues and priorities and demonstrated judgment and poise in challenging circumstances.
  • Lateral thinker with an ability to interpret and solve complex issues.
  • Significant leadership experience and an experienced strategic thinker.
  • Excellent communication and inter-personal skills, with experience of dealing with executives at all levels.
  • Ability to develop practical, cost effective solutions to complex global issues.
  • A legal or formal accountancy qualification or professional background in a relevant risk or audit discipline.

Candidate with less relevant experience or skills may be offered a lower Global Career Band than stated above.
