Chief Operating Office is a pivotal part of the HSBC Group construct and business operating model across markets. COO’s are responsible for a wide range of functions, including; Operations, Technology, Data, Cyber Security, Procurement, Corporate Services, Transformation and Regulatory Reporting. COO function provides essential operational and technical support to our businesses and functions.  

The Regulatory Management Analyst reports to the Chief Administration Officer and Regulatory Reporting Lead and is responsible for driving the regulatory strategic and operational management support on behalf of the COO organisation.

The role holder will be responsible for leading the mobilisation, analysis and implementation of UAE Regulatory mandates across the COO functions, effectively and efficiently delivering services to the UAE ExCo including initiatives mobilisation and end-to-end project management execution, operating model design, business analysis, process optimization, service catalogue definition and governance. The role holder will partner with the Chief Administration Officer and Chief Operating Officer to drive the

Regulatory mandate, performance and cultural change required of a high performing and agile organisation.

Duties & Responsibilities:

•    Mobilisation and delivery of priority initiatives within and across COO function in partnership management team
•    Actively identify streamlining opportunities to simplify processes, procedures and ways of working
•    Work closely with stakeholders across functions and locations on requirements gathering, business analysis, and planning activities
•    Manage issues, risks, and dependencies between projects and priorities ensuring alignment of stakeholders and proactive resolution to minimise the impact and/or remove blockers.
•    Capture learning points that will help drive continual improvement across the team and promote best practice.
•    Collaborates and builds positive stakeholder relationships providing regular updates, obtains buy-in from the project sponsor, Steering Committee and other stakeholders for all key project plans, commitments, and changes including requirements.
•    Analyse regulatory developments, external/market trends, and derive insights from it to drive the right business decisions.
•    Evolve COO priority focus areas and functions through streamlining and simplification to deliver efficient and high quality services to the UAE ExCO
•    Influence and shape the UAE Regulatory management working closely with leadership team, driving simplification and challenging the status quo
•    Design target operating models across COO targeting; people, process, data, technology and governance components in line with key regulations spanning across functions
•    End to end ownership of regulatory project deliveries in support of CAO Function with responsibility to ensure all work is completed in line with bank standards
•    Support implementation of the COO transformation projects and proactively balance scope, schedule, interdependencies, budget and risks to ensure the business operates increasingly effectively and efficiently
•    Build business cases including programme oversight of centrally-driven initiatives
•    Ensure COO leadership team is fully prepared and briefed for key governance meetings and committees including senior executive and board forums, supplier and customer meeting, as well as regulator engagements. This includes providing strategic insight and support for any papers, briefing notes and follow up on key actions. 
•    Engage with Business Lines, Risk, Compliance, Regulatory Affairs and HR stakeholders across the UAE to support delivery of COO’s strategic objectives, ensuring all regulatory and legal commitments are met and provide proactive issue management
•    Ensure team is adequately resourced and skilled to meet the demands of the organisation
•    Drive a high-performance culture across COO teams, through delivering standards, best practice sharing, collaboration and effective people interaction

Requirements

Experience & Qualifications:

•    Graduation degree is REQUIRED– to secure a UAE Visa and Work Permit
•    Thorough understanding of HSBC Group structures, values, behaviours, processes and objectives 
•    Strong understanding of the UAE Regulatory landscape and key upcoming regulations and policies
•    Proven experience in transformation/change management and programme execution best practice
•    Strong analytical background and proven ability in analytical rigor, including being able to contextualize data into business activities and conclusions
•    Planning projects and activities using clearly defined approaches and methodologies in line with business priorities, using a variety of analysis and problem solving techniques
•    Proven ability in functional/business management, working within multi-disciplinary and multi-cultural environments;
•    Developed management skills with an ability to manage a multitude of stakeholders, across multiple projects with several competing priorities at once; 
•    Working with other businesses and functions in a collaborative manner to ensure the best outcome for the organisation
•    Experience of working in a fast-paced environment, implementing large-scale, complex global/regional change initiatives and operationalising policies, processes and procedures; and
•    Ability to present complex issues confidently and concisely to executives and non-executives using simple language to accommodate globally distributed stakeholders 
•    Ability to work well under pressure, demonstrate flexibility and adapt to rapidly changing priorities and tasks that are potentially highly restricted in nature, unpredictable and wide ranging
•    Strong relationship management, collaboration and influencing skills
•    Experience of designing and implementing operating model changes
•    Proven experience of operating iterative delivery techniques at scale
•    Planning experience within a COO/CAO function and Experience of not just delivering but embedding change into operational practices.
•    Strong financial/analytical background and proven ability in financial/analytical reasoning, including being able to contextualise financial data into business activities and conclusions
