We are currently seeking an experienced professional to join our team in the role of Vice President – Risk Stewardship COE

The Financial Crime (FC) Function is a Second line of defense (LOD) function that includes” Risk Stewards” who are independent of the commercial risk-taking activities undertaken by the Group’s businesses (also referred to as “the First LOD” or “FLOD”). The FC Function also operates a set of critical controls on behalf of the FLOD by harnessing intelligence, analytics, technology, detection, and investigation. The Risk Stewards are responsible for reviewing and challenging all the activities of the FLOD to ensure that, as “Risk Owners”, they effectively manage the FC risk inherent in, or arising from, the conduct of their activities and for which they are responsible. FC risk is a non-financial risk that includes fraud, money laundering, bribery and corruption, sanctions violations, terrorist financing, proliferation financing, export control violations and tax evasion. The FC function operates in accordance with HSBC Group’s Risk Management Framework (RMF).

The Vice President - Risk Stewardship CoE role will have the management responsibility of a team of Risk professionals supporting the Risk stewardship teams across the region for FC risks (AML/AB&C/Tax/Sanctions/Fraud) and LoBs (CMB/GB and WPB).

Main Activities:

  • Act as the Sub functional lead in COE Mexico for FC Risk Stewardship 
  • Responsible for the delivery of end results and contribute to planning, finances, budget and policy development.
  • Responsible for supervising a department or a functional unit/area team.
  • Providing 2nd Line of Defence risk stewardship and subject matter expertise in relation to FC risks Ensure Risk stewardship Target operating model elements around governance, Oversight, workforce management are fully embded within the RS COE teams supporting region by understanding functional risks and monitor team adherence to policies.
  • Act as escalation point for complex issues.
  • To exercise risk steward challenge, act as independent trusted advisory in governance forums, issue management, fostering a compliance culture and optimizing relations with risk owners and control owners
  • Support the Head of Regional FC and LoBs Risk Stewards to provide direct oversight / or through the team of FC controls to effectively challenge risks or control outcomes through analysis and review of Issue Management, L1 and L2 Controls, Inherent and Residual risks. Ensure overdue issues and actions are communicated to the relevant stakeholders as per guidance.
  • Support in updating the regional FC guidance documents as appropriate to ensure consistent application of the FC framework.
  • Oversight and challenge of the use and adoption of NFRO / RMF deliverables and standards to ensure they are embedded and effective across FC Providing 2nd Line of Defence risk stewardship and subject matter expertise in relation to FC risks to Regional FC and LoB teams.
  • Ability to translate MI of existing 1LoD controls into summaries for 2LoD Risk Stewards to highlight potential gaps, enhancements, or expansions to the Bank's overall FC Risk coverage.
  • Monitor issues management from a wide range of sources, including MSII’s, Audit Reports, Assurance reporting and where available, Monitor reviews.
  • Prepare and design governance packs to facilitate and include the key data elements required to understand the control environment of FC.
  • To stay at the forefront of key regulatory changes to ensure proactive communication with business and communicate appropriate policy and framework to manage the changes.

 

Requirements
  • 8-10 years of experience in Financial Crime Risk or similar Risk function.
  • Proficient knowledge across all Financial Crime risks in the financial services industry
  • Working knowledge of the line of business / function supported, as well as pertinent compliance risk policies and regulations. – Preferred.
  • Working knowledge of the Global Non-Financial Risk (NFR) Framework and Technical User Guides (TUG) – Preferred
  • Strong understanding of how controls mitigate FC Risk and the various underpinning activities forming the overall Risk Management framework.
  • Interpersonal Skills (i.e., collaboration and networking) with experience of dealing with stakeholders including the capacity to articulate the case for risk management.
  • Excellent communication skill (oral, written, and presentational) with the ability to influence others through use of compelling facts, thought-provoking discussion and logic and use diplomacy and tact to resolve differing views.
  • Experience of interpreting and analysing a large volume of information and / or data and provide succinct summary for management.
  • Experience of working within a matrixed environment preferred including reporting internationally.
  • Ability to lead change, contributing to joining up with the other teams in Risk and Compliance and Business globally.
  •  Ability to work independently on distinct tasks, escalating as appropriate and able to "connect the dots" and critically analyze situations, recommend effective solutions to problems, and identify or anticipate regulatory concerns.
  • Strong critical thinking and analytical skills. Ability to make informed risk-based decisions with robust supporting rationale.
  • Experience in leading a team / group of individuals.
  • Effective time management & prioritization skills with an ability to prioritize competing demands and deliver against stringent deadlines.
  • Knowledge in MS Office Suite, MS PowerPoint & Excel is mandatory. VBA / Macros knowledge will be added advantage.
  • ACAMS or International Compliance Association (ICA) certificate/diploma, or equivalent qualifications (Preferred)
