HBCE Head of Capital Management

Here in France, you’ll help evolve and grow our business. Finance Treasury is currently seeking an ambitious individual to join as HSBC Continental Europe (HBCE) Head of Capital Management. Finance Treasury is responsible for managing the bank’s balance sheet across businesses interfacing with regulators and senior business stakeholders to ensure the bank remains liquid, well capitalised and profitable. The role will report at an entity level to the HBCE Treasurer and will be based in Paris with a hybrid working pattern.

What you will do: 

The primary objective of this role is to lead the capital team for HSBC Continental Europe (HBCE). This includes France entities, together with branches in Continental Europe like Germany. The role also has oversight for Malta (HBMT) and Private Bank Luxembourg (PBLU).

The main responsibilities include partnering with stakeholders across entities, functions, and businesses to manage the end-to-end processes involved in capital management. The main objectives of the role:

  • Oversee the production of all aspects of HBCE’s capital regulatory submissions related to Capital management, including the Internal Capital Adequacy Assessment Process (ICAAP). Lead the presentation of these to the HBCE Asset and Liability Committee (ALCO) and the HBCE Board and Risk Committees.
  • Manage the end-to-end capital planning and forecasting process, including the annual Financial Resource Plan (FRP), monthly updates to the forecast including reporting of the forecast capital position to the ECB, and clearly articulating the key constraints and risks and opportunities.
  • Oversee the production and review of the capital impacts from various stress tests, ensuring that they are in line with internal standards and regulatory expectations and clearly articulating the key drivers under stress, the management actions that can be taken and the total recovery capacity.
  • Engage with the Integrity of Regulatory Reporting (IRR) programme to ensure a robust and sustainable control environment in respect of capital returns.
  • Working with Group Funding and Markets Treasury, establish and execute the HBCE capital/MREL issuance plan, including capital flows associated with strategic transactions and other strategic initiatives.
  • Partner with the Global Businesses, Strategy and other areas of Finance to achieve the FRP.  Understand HSBC Group capital dynamics and ensure factored into HBCE planning.  Continue to embed Economic Profit as a key lens to assist in business decision-making, appropriately aligned to capital drivers.
  • Understand and communicate the impact of regulatory change, including commercial implications.
  • Act as the key HBCE liaison with the regulators on capital management and be able to deputise for the Treasurer when required.
  • Manage and develop the HBCE Capital Management team based in Continental Europe and offshore locations as well as provide oversight for the capital teams in HBCE.
  • Seek cost efficiency and enhanced control through automation and other levers.
  • Work closely with, and respond to, both Treasury Risk Management (Second Line of Defence) and Internal Audit (Third Line of Defence) across all areas of capital management.

Impact on the Business

  • Understand the drivers of capital resources across multiple products and their relationship with capital and other constraints, combined with effective business interaction, supporting better risk management decisions, risk-return optimisation and ultimately enhanced Economic Profit.
  • Further development and automation of capital management processes to enhance standardisation and reduce production time in favour of insightful analysis. 

Customers / Stakeholders

  • Liaise with relevant stakeholders within Entities, Businesses and Functions (e.g. business line FRM, Risk Analytics, HBCE CFO, Group Analysis & Insights etc)
  • Partner closely with the capital teams across Global Treasury
  • Actively participate in existing cross-functional working groups which today are driving optimization activity

  • Demonstrate strong communication skills by influencing others, including peers, senior management, colleagues within the regions/countries to removing barriers to change
  • Develop and lead both a functional and virtual team creating opportunities for them to learn and deliver against the overall department objectives

  • Comply with all required internal policies and external rules or laws.
  • Ensure all team members are aware of their obligations with regards to internal policies and external rules including those relevant to money laundering (ML), terrorist financing (TF), sanctions and other reputational risks

 

Conditions

You should apply if you have: 

  • Relevant experience in financial services with understanding of a range of treasury topics, including specific capital experience and a solid understanding of drivers of capital risk in markets businesses
  • Proven record of disciplined delivery across topics with a wide range of stakeholders, including (preferably) through project leadership
  • Excellent verbal and written communication skills with experience of preparing and communicating key messages and recommendations to senior management and other stakeholders
  • Strong influencing, interpersonal, negotiation and conflict resolution skills
  • Result oriented team player who can foster strong and collaborative partnerships with key stakeholders
