The Deputy Chief Operating Office comprises a set of outcome-focused service pillars including Corporate Services, Chief Control Office, Digital Business Transformation Services, ServCo Management, Group Transactions Implementation, as well as regional oversight for Canada, Latin America and Middle East and North Africa.

This role is to support the Senior ServCo Regulatory Manager and Managing Director, Global ServCo in discharging oversight of access to  Financial Markets Infrastructure (FMI) and Operational Continuity in Resolution (OCIR) in key entities.
The role will also support the Senior ServCo Data Manager with the maintenance and enhancement of OCIR and FMI tooling.

In this role you will:

  • Support the on-going compliance with the Bank of England OCIR and FMI regulations in coordination with 2LoD to review submission of regulatory materials, provide oversight of BAU activities and update OCIR and FMI documentation including Operating Models.
  • Deliver the OCIR and FMI chapters of the Resolvability Assessment Framework Self-Assessment.
  • Complete robust testing of playbooks and operating procedures as well as manage  the control environment that underpin OCIR and FMI capabilities.
  • Work with the Senior ServCo Regulatory Manager on the adoption of new regulation across the global by  assessing the impact of regulation and delivering the uplift to group OCIR and FMI capabilities.
  • Collaborate and work with Recovery and Resolution Planning (RRP) Office to ensure  RRP artefacts are updated on a regular basis: communication plans, playbooks and gap analyses.
  • Support the Senior ServCo Regulatory Manager in chairing the monthly continuity of access to FMI Management Committee (ManCo) and OCIR and FMI Oversight Committee. Enhance governance to ensure adequate oversight of discharged responsibilities.
  • Support the enhancements of OCIR and FMI tools, test tooling and train users on how to leverage tools.



Requirements

To be successful in this role you should meet the following requirements:

  • Knowledge of recovery and resolution planning policy, the different types of Financial Markets Infrastructure (FMIs) and/or service management.
  • Experience in impact assessing new regulatory rules and regimes.
  • Proven experience in producing documentation to share with regulators e.g. responses to consultation papers.
  • Experience maintaining and embedding control environments.
  • Outstanding written and verbal communication skills with a proven ability to communicate effectively and confidently at all levels.
  • Experience in working across different lines of business and functions.



This role is based in UK, Hybrid.
